This position provides managerial support to meet the University’s Federal, State, and Local regulatory and tax requirements. This position is that of a working manager, performing various analysis and review functions, as well as participating on departmental and University-wide working project teams and committees as required. Some position responsible will be the support of the day to day system operations of the Payroll Office, leadership and direct supervision of Payroll Office staff, understanding the business issues and data challenges, exhibiting confidence and knowledge of emerging industry best practices while solving business problems, identifying organizational strengths and weaknesses and suggesting areas of improvement .


• Bachelor’s Degree and a minimum of 5 years of experience and knowledge of Payroll operations in a Higher Education environment or a closely related field, especially with respect to payments of nonresident aliens is highly desired.

• Professional Certification (e.g. Certified Payroll Professional) is a plus.

• Administer/manage/perform operational payroll functions in the processing of 4 weekly and 2 semi-monthly payrolls per month

• Create and modify queries for quality assurance, analyze system processing problems and recommend remedial action as needed; identify and implement process improvements

• Direct, manage, instruct and monitor departmental staff (5 fulltime hourly, 1 hourly temp, 2 salaried) in the daily functions ensuring compliance with established Departmental and University policies, and adhere to IRS and multiple State regulations

• Implement cross-training strategy of support staff to ensure backups of all essential functions in payroll processing

-Respond to inquiries from support staff and provide a learning experience to enhance their knowledge

• Process all online checks for all special payments

• Prepare/Review/process yearly Sick Pay Bonus processed annually

• Calculate net repayments due to overpayments and communicate with department(s)

• Respond to inquiries and requests regarding payroll matters sent to the payroll departmental email

• Prepare various payroll and management reports for various departments (yearly/monthly) or on as needed basis (WK2 Parking Deduction Analysis, 106/126 Hours and Earnings report to Risk Management, Payroll information for OSHA reporting for Risk Management, 5-year Census reporting)

• Review all monthly payments to various agencies

• Review monthly reconciliations

• Work with Human Resources manager/staff on all payroll related issues and collaborate on improved procedures to maintain compliance and achieve an atmosphere of continuous improvement

• Oversee Remitted Tuition Benefit setup/taxation and approve direct billing to non-active employees, Weekly/semimonthly Federal, State and 1042’S tax deposits

Quarterly, multiple States and 1042S tax returns; Allowance payments and currency exchange rate adjustments for SU Abroad employees

• Communication/collection of missing Social Security Numbers

• Syracuse Stage payments and union dues deductions

• Assist Associate Comptroller in all payroll planning including transition of duties and contingency plans

• Maintain appropriate competency in various software knowledge
