The YMCA of Southeast Texas Board of Directors is actively seeking a visionary leader who will build upon strong executive leadership and continue a culture of excellence within the YMCA. The CEO will be uniquely positioned to champion the YMCA mission and develop partnerships to meet the needs of the YMCA and the community. Building upon and expanding partnerships is a key focus for the future work of the YMCA.


Qualified candidates must have a solid business acumen, sound judgment, and exceptional leadership skills. They must have a proven track record that demonstrates an ability to successfully implement and promote the YMCA’s services and activities to the community; raise funds through annual and capital campaigns; assess community needs and develop programs in partnership with others to meet those needs; develop and manage a staff; and work with a YMCA board that focuses on strategic issues.


Salary Range: $72,000 - $100,000, commensurate with experience.


Residency Expectation: Living in the YMCA’s service area is required.


Benefits: YMCA participates in the Y Retirement Program at an 12% rate, with the YMCA contributing all 12%. Vacation plan, health insurance, and other benefits per personnel policy included.


The YMCA of Southeast Texas Association Facts:


History: YMCA of Port Arthur was chartered in 1902. YMCA of Port Arthur has been in four locations in Port Arthur. The original location on Lakeshore Drive burned down in 1959. After the fire, the Y moved to a temporary location on Memorial Boulevard in Port Arthur. A new YMCA facility was opened in the mid-60’s. With a donation of land from the Hayes family, the current facility in Port Arthur opened in 1986.


In 2010, the name of YMCA of Port Arthur was changed to YMCA of Southeast Texas to reflect the community that the YMCA serves. The YMCA became manager of the Westside Development Center in November of 2015. The Westside Development Center serves as a location where non-profit organizations can provide services and deliver programs for residents.


During Hurricane Harvey in 2017, the YMCA and surrounding communities sustained unprecedented flooding. Hurricane Harvey flooded the YMCA building, along with the majority of businesses and homes in Southeast Texas. Thanks to the hard work and dedication of the staff and leadership of the YMCA of Southeast Texas, the YMCA opened up shortly after the devastation. The YMCA staff and leadership assisted the surrounding communities with cleanup and supplies, and just as importantly provided with moral and spiritual support for the Southeast Texas community. The YMCA of Southeast Texas has turned the Harvey flooding from a misfortune to opportunity allowing focus on the renovation of building facilities and programs.

Located at 6760 - 9th Ave, Pt Arthur, TX, this facility includes: Racquetball, Wallyball, & Pickle Ball Courts; STEM Teen learning center; Regulation Gym with Basketball/Volleyball courts; Indoor Jogging / Walking Track; State-of-the-Art Fitness Center featuring Life Fitness Strength Training Circuit; Resistance Circuit and free weight area; Complete range of Cardio Equipment with personal TVs; 3 Wellness Studios: Fitness, Spinning & Martial Arts / Boxing; Outdoor Tennis Courts, Soccer and Flag Football Fields; 25- Meter Indoor Heated Swimming Pool Area; Youth Locker Rooms, Adult shower/locker rooms and spa areas, Community Rooms, & Nursery.


2. Westside Development Center located at 601 W Rev Dr Ransom Howard St, Port Arthur, TX 77640, is managed by YMCA of SETX. The center offers training and programs for community development and was built and sustained through funding by Motiva Refinery through Port Arthur for Positive Action (PAPA.)


Membership: The YMCA has a membership of approximately 6014 members/ 3,125 units, comprising of household memberships, SilverSneakers fitness plans, Silver&Fit programs, and other various membership programs.

Staff: In addition to the CEO, there are currently 5 Full-Time, 98 Part-Time staff and 15 seasonal staff. The CEO supervises the six direct employees which include the Finance Director, Membership Director, Health Living & Aquatics Director, Child Care Director, Sports Director and West Side Development Center, and Maintenance Director.


Volunteers: The YMCA engages 350 volunteers and is currently led by a local board of 21 active Board of Directors.


Financial: The YMCA current budget is $2M. At the end of year 2018, the amount of debt was $1,146,604 and there is no endowment fund.

Annual Campaign: The 2018 Annual Campaign raised $55,200 on a goal of $90,000.


The 2019 Annual Campaign goal is $90,000.


Capital Campaign History: The last capital campaign was completed in 2010. $1.2 million was raised for renovations for the lobby, locker rooms, and new health & wellness equipment. Previous campaigns have raised over $4M with support from the community and YMCA board.


Community: Port Arthur is a city in Jefferson County, Texas, with a population of 55,155 per American Community Survey data for 2013-2017. The region has a civilian labor force of 21,949 with a participation rate of 53.6%. Of individuals 25 to 64 in the Port Arthur, 11.2% have a bachelor’s degree or higher which compares with 32.3% in the nation. The median household income in the Port Arthur is $32,656 and the median house value is $64,301 according to the 2010-2017.


Port Arthur is home to several oil refineries, including the largest in North America –MOTIVA. MOTIVA has embraced the current revitalization efforts of Port Arthur’s historic Downtown area by expanding its administrative offices to historic downtown buildings, creating office space for over 400 MOTIVA employees.


The Port Arthur area is a coastal community along Sabine Lake, Neches River, and the Gulf Intracoastal Waterway, offering some of the most exciting bird watching on Pleasure Island and surrounding areas. The converging of the Sabine Lake and Neches River, along with the many surrounding bayous and marshes, offers a unique environment of both salt and freshwater fishing. Whether casting off the shore or going out by boat on the lakes and rivers, the Port Arthur area offers some of the best fishing on the Gulf Coast.


Although the YMCA is located in Port Arthur, the YMCA has active members from all over Jefferson and Orange Counties. This nook of Southeast Texas is the birthplace of renowned professional athletes and coaches, legendary musical artists, influential politicians, gifted artists, and successful businesspeople. The Museum of the Gulf Coast pays homage to these innovators, telling the story of this unique region—its history and its people, from Robert Rauschenberg’s art gallery, to music legends Janis Joplin and the Big Bopper.


Along with innovative and dedicated local school districts, the area is home to multiple colleges. Port Arthur is home to Lamar State College Port Arthur, a two-year college that works closely with the petrochemical industry giants and top health care facilities to prepare students for the workforce or with seamless transfers to four-year institutions. A few miles down the road lies Lamar State College Orange, another nearby two-year college. Nearby Lamar University in Beaumont, Texas is a Texas State University college offering more than 100 programs of study leading to bachelor’s, master’s and doctoral degrees.


Mardi Gras of Southeast Texas provides parades and carnivals during the Mardi Gras season. The event will be held in Beaumont, Texas, about 15 miles north of Port Arthur. YMBL Southeast Texas State Fair is held each spring at Ford Park in Beaumont. The Nederland Heritage Festival is held during Spring Break (March) and Riverfest is held at Port Neches, Texas, in May. Independence Day celebrations are held in Port Arthur, Nederland, and Beaumont, and the Pecan Festival is held in October or November in Groves, TX.


Qualifications


Minimum Criteria for candidates:


Accredited 4-year college degree.

Excellent written, verbal and technology communication skills, as well as personal values consistent with the YMCA mission.

Ability to develop and strengthen community relationships.

Strategic planning and fundraising experience, including annual campaigns and capital projects.

Ability and knowledge to develop new programs, review and enhance programs being offered or considered.

Proven track record of budgetary and fiscal management.

Preferred Criteria for Candidates:


YMCA Organizational Leader Certification. If the candidate does not possess this, they must obtain it within 3 years from the date of hire.

Minimum five years prior experience in a senior management role with a YMCA or related experience at a comparable organization with direct supervision of multiple levels of staff and employees.

Fiscally sound business management approach.

Proven track record of budgetary and fiscal management of approximately $2M or more annually.

Essential Functions


Key Deliverables:


Develop and Manage the Staff Team:The YMCA seeks a “servant leader” who can inspire a positive attitude and build a cohesive team. The new CEO will create a plan to build unity, encourage teamwork, set operational goals tied to a strategic plan, hold staff accountable, and foster individual staff development. Lead by example; remain actively engaged in staff development and performance leading to superior results in programs, member satisfaction and community engagement. Create an ongoing evaluation program for each department head and work directly with each to implement goals and measurable objectives for them and their departments.

Develop an Effective and Diverse Volunteer Board:Work with the board and board governance committee to evaluate strengths and cultivate a diverse pool of board members relative to the strategic plan and key goals. Work with the board to establish a best-practice process to recruit, train, develop, and renew the volunteers on the board.

Fiscal Management:Use a high level of financial analysis to forecast financial trends, growth and stability while consistently leading the organization to balance or surplus operations by growing earned revenue and contributions and controlling costs. Empower and guide staff leaders on the successful financial operation of their areas of responsibility. Monitor the budget closely to address competition that impacts membership, facility needs, and anticipate impact on revenue and expenses related to upkeep and maintenance of the facility.

Improve Operating Performance:Work with the board to develop an annual tactical plan for achieving key YMCA goals and objectives that will support the YMCA facility. Remain fully informed of all operational issues and have the keen ability to quickly address any issues that might arise as well as forecast future needs. Opportunities exist to enhance membership and program offerings.

Maintain/Establish a Culture:Strengthen a culture of inclusion, integrity, character and life-long learning within the YMCA organization that reinforces, encourages, and promotes values of honesty, respect, responsibility, and caring.

Develop and Implement a Strategic Plan:Have the ability to work effectively with volunteers, staff, the Alliance Partner and the Board of Directors, to create and develop a strategic roadmap that addresses opportunities and challenges related to the community’s support of facilities and programs, with defined organizational strategies. Lead staff in the development and implementation of goals through an annual operating plan. Lead volunteers in creating and aligning committees and their work plans to support the strategies and goals of the organization.

Advocate the YMCA Vision Within the Community:Serve as ambassador for the mission, goals and values of the YMCA. Lead efforts with increasing membership and delivering high quality programs to the community. Actively interact and communicate with the communities in the region as a representative of the YMCA. Represent the YMCA’s mission to community leaders, donors, staff and volunteers. Assure existing strong partnerships are fostered, and new partnerships are created. Be seen and respected as a leader within the community, while proactively creating collaborations to enhance outreach and program initiatives. Quickly establish relationships with groups, key community organizations and leaders such as, our local school system, city, county, hospital, and other employers.
