The Australian Skills Quality Authority (ASQA) is the national regulator for Australia’s vocational education and training (VET) established under the National Vocational Education and Training Regulator Act 2011. ASQA also has responsibility for overseas students studying VET in Australia on student visas under the Education Service for Overseas Students Act 2000. 

Along with other stakeholders, ASQA aims to support quality training and assessment in the VET sector so that students, employers, governments and the community can have confidence in the quality of Australia’s vocational education and training.

With over 3,700 providers, ASQA applies a multi-pronged approach to supporting sector compliance with mandated standards. ASQA promotes a culture of self-assurance by providers (encouraging them to self-examine and continuously improve) while also using data and intelligence to identify risk. ASQA monitors provider performance through audits and other activity, taking proportionate action in the event that non-compliance is identified.

Over the coming years, significant reforms to the VET sector are being implemented in line with a comprehensive COAG Roadmap for VET. This provides an exciting opportunity for ASQA to also adjust (and continuously improve) its practice including how it engages with the sector, manages risk and supports sustained provider compliance with standards.

The Registration and Risk Group is a newly formed Group comprising five teams responsible for:

managing a high volume of registration and other applications from providers

gathering and analysing data and intelligence from a wide range of sources to inform the Agency’s risk-based approach to monitoring provider performance and managing both provider risk and broader sector/strategic risk (two teams)

undertaking internal reconsideration of regulatory decisions

providing legal services including the management of appeals to the Administrative Appeals Tribunal or any other proceedings before courts

these functions will work collectively to support a culture of continuous improvement to ASQA’s operations and decision making.

The Data Engineering and Analysis team is a multidisciplinary team that sits within the Registration and Risk Group. The team has three main functions:

gathering and analysing data from a wide range of sources to inform the Agency’s risk-based approach to monitoring provider performance and managing both provider risk and broader sector/strategic risk

developing and maintaining the technical infrastructure and the capability to manage the collection and use of data

supporting regulatory performance within ASQA.

The key duties of the position include:

The Chief Data Officer will support the General Manager Registration and Risk in driving the overall strategic management of the Agency. The Chief Data Officer will lead a team of technical experts to ensure the effective management of data. They will lead business improvement and the implementation of the regulatory moderation strategy across all regulatory operation team processes.

Continuously improve data strategies, systems and products through ongoing research, benchmarking, reflection and evaluation of stakeholder feedback

Undertake other tasks or projects as required by the General Manager, Registration and Risk, or the Senior Executive Committee

Promote diversity, model the APS Values, APS Employment Principles and promote compliance with the APS Code of Conduct.

The successful applicant for this position will contribute to ASQA’s regulatory reform agenda and will work together with both internal and external stakeholders to drive better regulation. 


Qualifications and other requirements: 

To apply for this position you must be an Australian Citizen.

Bachelor’s Degree in Computer Science, Data Science, Management Information Systems, Statistics, Mathematics, Analytics or any other related disciplines is desirable.

Understanding of vocational education and training (VET) in Australia including the regulatory framework (or capacity to quickly develop such an understanding).

This position will be required to travel which may involve overnight stays.

The successful applicant will be required to submit to a Police Record Check and obtain a Baseline or Neg vet 1 security clearance (if they do not already hold one).
