This individual will lead a team of data scientists, intelligence analysts, model developers and AI/ML experts in support of a mission critical Department of Homeland Security (DHS) Customs and Borders Protection (CBP) program. The program provides data analytics and intelligence support to assist CBP officers and border enforcement personnel in identifying individuals and material that may present risk to the United States. As volumes of data increase, officers require more efficient access to relevant real-time information on which to base critical admission decisions. The program increasingly relies on Artificial Intelligence (AI) and Machine Learning (ML) techniques to assist with the data volume. This individual will lead the development and delivery of high-quality predictive modelling solutions.
This program provides data analytics support to assist CBP officers and border enforcement personnel in effectively and efficiently identifying cargo, individuals and conveyances that may present additional risk to the United States. The technical areas of the program include:

The Lead Data Scientist position will ensure on-going data analytics meet all mission requirements. In addition, the individual will lead innovation efforts to improve technology and capability across the mission space. The individual must have methodological experience in developing, transforming, and modeling data to improve mission critical decision making in a fast-paced environment. This includes data extraction and manipulation of data sets and creating workflows and predictive modes for end-users utilizing system tools. The team will use data relationships and discovery to correlate, enrich and prioritize data about activity among actors, cargo or entities to enable the discovery of roles, structure, key relationships and targets. Data visualization and situational awareness is critical, as the team must unify data into a single context to allow for rapid decision-making.
Required Skills and Education
Bachelor’s Degree with at least 12 years work experience, or Masters with at least 10 years relevant experience
Coordinating data science staff from multiple subcontractors, universities and other contractors in a seamless manner
Proficiency with statistical software packages: SAS, SPSS Modeler, R, WEKA, or equivalent.
Expertise in unsupervised and supervised machine learning techniques and methods.
Experience working with large-scale (e.g., terabyte and petabyte) unstructured and structured data sets and databases.
Experience performing data mining, analysis, and training set construction.
Experience working in a team and deploying solutions in an iterative or agile/DevOps continuous integration and delivery environment using lifecycle management methods and tools.
Experience with relevant computer programming (R, Python, Scala, Java, SQL, or equivalent.)
Experience with big data technologies (e.g., Hadoop, HIVE, HDFS, HBase, MapReduce, Spark, Kafka, Sqoop)
Experience with multiple entity resolution approaches including use of biometrics
Experience constructing and executing queries to extract data in support of EDA and model development.
Thorough/Working knowledge of Visualization (e.g., dashboard creation, network analysis, GIS/geospatial analysis, telemetry analysis)
Demonstrate intellectual curiosity; creativity and innovation to go beyond current tools to deliver the best solution to complex problems
Ability to translate complex, technical findings into an easily understood narrative (i.e., tell a story with the data) in graphical, verbal, or written form
Top Secret clearance
