Tiburcio Vasquez Health Center (TVHC) is looking for a leader with the right experience, qualifications and vision to carry the organization into its next phase of development.
TVHC is a Federally Qualified Health Center (FQHC) which began over 48 years ago in donated trailers on loaned land in Union City, California by a coalition of community members determined to provide health services to migrant workers and other marginalized groups who otherwise had little access to health care.
Today, TVHC continues to carry out its mission by providing access to quality medical, dental, optometry, podiatry, mental health care, youth health services, community health education, family support services, and WIC nutrition services to low-income, limited English proficient, uninsured and underserved community members living in San Francisco, East Bay.
With over 330 health professional and support staff, TVHC operates five primary care clinics,including the first Firehouse Clinic in the state.In addition to four school-based health centers, including one community college-based health center, TVHC has four WIC nutrition services locations and one combined behavioral health-family support services site.
TVHC is fiscally sound with an annual budget of $35M, and in 2019 served close to 29,000 patients. With a large patient population and operating as a non-profit health care center, it is crucial that the Chief Executive Officer (CEO) of TVHCis an innovative and creative thinker to lead the organization in overcoming unprecedented challenges.
TVHC has a supportive and collaborative board of directors that are at least 51% consumers, that partner with the CEO to help move new ideas, programs, and systems forward.
The Executive Team is made up of innovative leaders with a wealth of interdisciplinary expertise and cultural diversity, who have their fingers on the pulse of their departments and are dedicated to TVHC staff, patients, and carrying out the TVHC mission. The team is made up of the Chief Administrative Officer, Chief Dental Officer, Chief Finance Officer, Chief Medical Officer, Chief Operations Officer, and the Executive Assistant to the CEO/Director of Facilities.
TVHC is known for being a leadership incubator organization, often promoting experienced well-trained staff for supervisor and management roles. TVHC has a committed and loyal staff, many who were once patients of TVHC or have family members who are current patients.

A collaborative and critical thinker who strives to think out of the box when overcoming new challenges.This individual works very closely with the Executive Team and Board of Directors and is the key stakeholder in making strategic decisions based on TVHC’s values, mission and vision.
This dynamic individual will be expected to support and continue to develop the Executive Team and TVHC workforce, and to continue to maintain an environment of trust, open communication, and respect for each TVHC team member.
Key responsibilities include, but are not limited to, strategic planning, strengthening the financial sustainability of TVHC, maximizing operational efficiencies to provide the highest quality of safe and appropriate patient care, establishing close relationships with community stakeholders, overseeing strong workforce development, ensuring employee satisfaction and engagement, and maintaining compliance with regulatory requirements.
Must have strong interpersonal skills and able to connect with people from diverse cultures and backgrounds.
Must have bachelor’s degree in Health Care Administration, Business Administration, Public Administration or a related field plus one or more of the following: Five years’ experience in a progressively responsible administrative position in the health field, of which three must be at the level of Executive Vice-President, Senior Vice-President, Vice President, Deputy Director, Executive Director, Assistant Director or Executive Director in a comparable community health care organization.
A Master’s Degree in the above fields with at least 5-10 years of administrative/management experience in a comparable community health care organization.
Demonstrated success in managing a multi-site primary care system of at least 30 or more FTE providers. Knowledge of working in an union environment and labor relations highly desirable.Full knowledge of regulatory requirements, state and local public health systems, the actual/potential relationship of those systems to a Section 330 funded program.
