MaIn Purpose Of Job

The Maryland Community Health Resources Commission (CHRC) is looking to hire a Chief Financial Officer (CFO) to lead and execute its fiscal, budgetary, and grant-monitoring responsibilities at the agency.  The CHRC was created by the Maryland General Assembly in 2005 to support programs that expand access to health services in underserved communities and its responsibilities have grown in recent years due to legislation approved by the Maryland General Assembly. The CHRC’s current annual budget is approximately $100 million, and this budget will grow to more than $150 million in the coming years.The CHRC has a grant portfolio of more than 167 open grants totaling $23.3 million and this portfolio is expected to grow substantially over the next few years.  The CFO reports directly to the CHRC’s Executive Director; is a senior-level position at the CHRC with mission-critical responsibilities; and will be responsible for managing four employees (two full-time and two contractual employees).  The CFO supervises all budgetary, fiscal, and administrative grant-monitoring operations and is responsible for facilitating training and providing guidance to all CHRC budgetary and fiscal staff.The CFO needs to demonstrate high-level senior management of a state budget that exceeds $150 million per year, and the ability to work independently with minimal day-to-day oversight from the supervisor/CHRC Executive Director.

Minimum Qualifications

EDUCATION:A bachelor’s degree and master’s degree from an accredited college or university in finance, budget, public administration.

EXPERIENCE: Six years of administrative, budgetary, or fiscal professional experience, three years of which at a supervisory or management level.

Desired Or Preferred Qualifications



  • Preferred candidates should possess the following:

  • At least three years managing budgets of more than $100 million. 

  • Prior experience serving as a CFO or Deputy CFO at a state government agency.Prior experience in comparable areas in the private or non-profit sector will be considered.


Licenses, Registrations And Certifications

Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
