The CFO reports to the Executive Director (ED), supervises the Fiscal and Grants Managers, and is responsible for all aspects of MLAC’s fiscal policies and planning, including the oversight of financial, grants and human resources management. Working with the ED, the CFO has responsibility for financial management, including oversight and monitoring of MLAC’s revenue and reserves, and for making recommendations to the MLAC Board Finance Committee on fiscal policy. The CFO also devises and manages a technical assistance program to grant recipients in financial management and associated management systems.


PRINCIPAL RESPONSIBILITIES


FINANCIAL


Lead MLAC business planning and direction; develop financial forecasts, budget and revenue projections.

Support the MLAC Board and its Finance Committee on financial matters and reporting.

Make recommendations to the Finance Committee on the annual budget process and the distribution of grants.

Evaluate proposed program budget adjustments and make recommendations.

Set or revise MLAC fiscal policies and controls for purchasing and capital expenditures.

Ensure MLAC’s compliance with Generally Accepted Accounting Principles and prepare and coordinate internally for yearly and state audits.

Maximize income by effective cash management and investigate alternate revenues.

Ensure effective and efficient MLAC operations through maintenance of a computerized financial management system.

Oversee meetings with MLAC-funded programs for monitoring and technical assistance, and act as a resource to assist grantees in generating additional income.

Review financial information contained in grant applications, grantee program audits, and annual reports for compliance and planning.

Direct and supervise the work of the Fiscal Manager in day to day financial administration, and in administering benefits programs and other HR functions.

Produce monthly financial reports in collaboration with Fiscal Manager and Bookkeeper.

Ensure appropriate policies and compliance with all applicable employment laws, oversee employee fringe benefits and the management of risk at every level of the Corporation.



GRANTS AND CONTRACTS


Review all grants, contracts and subgrantee budgets.

Ensure compliance with grants and contract requirements.

 Ensure that invoices are prepared for work completed, on client schedules.

Direct and supervise the work of the Grants Manager in managing grants awarded by and those awarded to MLAC; assure up-to-date and accurate records of all grants, and compliance with all grant obligations.



Background and Qualifications


Bachelor's degree with advanced degree or CPA strongly preferred


Experience in accounting, finance and financial management, including financial projections and planning responsibilities


Prior experience in public or non-profit fiscal administration and human resource management strongly preferred


Knowledge of and experience with current electronic financial accounting and management tools, including desktop computing


Strong communication and presentation skills


Strong supervision skills and ability to work in a team


Some in state travel required
