The Center for Employment Opportunities (CEO) is dedicated to providing immediate, effective, and comprehensive employment services to people with criminal convictions. CEO’s programs help participants regain the skills and confidence needed for successful transitions to stable, productive lives. CEO serves more than 8,000 participants a year, giving them the opportunity to support themselves and their families, remain crime-free, and contribute positively to their communities.

Headquartered in New York City, CEO currently operates in 26 cities across ten states. In 2016, CEO embarked on a five-year strategic plan to serve 9,200 participants annually. CEO has gained support to expand its programs through government, nonprofit, and private organizations, including Blue Meridian Partners, the Robin Hood Foundation, and the James Irvine Foundation, among many others.

CEO’s theory of change posits that if the employment needs of persons with criminal convictions are addressed at their most vulnerable point—when they are first released from incarceration or soon after conviction—by providing life skills education, short-term paid transitional employment, full-time job placement, and employment retention services, they will be less likely to become re-incarcerated and more likely to build a foundation for a stable, productive life for themselves and their families. Based on CEO’s theory of change, CEO’s program model provides a road map for participants to achieve a long-term goal of remaining attached to the legitimate workforce and maintaining their freedom.

Who You Are

You come to CEO with a Master’s Degree required in economics, statistics, computer science, or a similarly relevant field and 10+ years of performance management and evaluation, leadership work, relationship building, and/or fundraising.

You’re committed to CEO’s mission and have experience working within a fast ­paced, growing, outcomes focused nonprofit environment

You’re skilled in evaluation frameworks, instrument design, data collection, and data analysis techniques

You’re an effective communicator, technically and non-technically, across all levels of employees, with strong executive presentation skills and the ability to distill complex data into clearly communicated findings for diverse stakeholders

You have a hands-on, collaborative leadership style with a heavy focus on business engagement, customer service and relationship management with organizational stakeholders and partners

You’re a people centered leader with a demonstrated ability to lead, motivate and develop high performing and diverse teams who deliver on ambitious goals and benchmarks

You’re a thoughtful steward of resources that invest in and drive evaluation projects aligned with the needs of the organization

You possess excellent analytical (business, technical, financial), strategic planning and project execution skills

You’re organized, thorough, and detail-oriented with the ability to manage multiple complex projects at once

What You’ll Do

Core responsibilities of the Chief Impact Officer include but are not limited to:

Lead CEO’s strategic evidence plan to address learning agenda and program improvement, by overseeing project management, hiring, fundraising, research communications, and board reporting

Oversee the collection, visualization, analysis, and reporting of program data to enhance program learning, stimulate improvements and satisfy funder requirements

Facilitate the documentation and dissemination of programmatic results, internal and external evidence, field research, and other program knowledge to stimulate staff learning and the adoption of improved program practices

Build capacity to execute rapid cycle evaluation and computational social science to address CEO’s learning agenda and drive quality improvement

Oversee efforts to strengthen CEO’s data literacy, data culture and learning practices to optimize individual, team, and organization performance;

Develop curricula, trainings, workshops and communities of practice, to increase capabilities to use, reflect, learn from and respond to data

Collaborate with executive and senior team members to embrace, support, and model learning practices that promote openness, reflection, curiosity, and a willingness to change based on evidence, employee input, and customer needs

In coordination with CEO’s Chief IT Officer, ensure that CEO’s program database of record, Salesforce, facilitates easy data collection, reporting, and data use and enhances CEO’s processing, transformation, and warehousing of data to leverage analytics and data security;

Collaborate with the Program Innovation team to achieve evidence plan goals and execute a quality improvement strategy

Design and implement CEO’s evaluation policy to ensure internal experimentation complies with all applicable laws and is fair, just, and does no harm to participants

Encourage practices which increase the influence of participants on organizational decision making

Oversee CEO’s relationship with external evaluators, funders, key stakeholders, etc.

Collaborate with executive team members on decisions to pursue external evaluations and how the results are communicated internally and externally

Externally communicate CEO's efforts to scale learning processes and build an evidence generating culture to bolster CEO's reputation as a high performing organization that delivers meaningful, measurable and financially sustainable results

Develop and sustain relationships with key stakeholders, including government agencies, funders, research firms and colleague organizations with respect to evidence building, experimental design and execution, impact reporting, data sharing, and benchmarking

Chair CEO’s external Evaluation Advisory Committee to monitor evaluation activities

Recruit, retain and effectively manage a diverse team of learning and evaluation professionals

Provide coaching, guidance, and professional development opportunities for team members
