The Jackson Laboratory recognizes that expertise and capabilities in Information Technology and Data Science and their associated infrastructure are among the most important factors for success in world-class biomedical research, as well as the development of biomedical research resources and services. The Chief Information Officer (CIO) is accountable for defining and delivering IT strategy and capabilities across The Jackson Laboratory, its four campuses and global operations. In collaboration with the Laboratory’s leaders and stakeholders, the CIO leads technology transformation across the institution and ensures efficient deployment of stable, reliable and secure infrastructure and systems serving research, business, clinical, education and administrative functions.
Reporting to the Executive Vice President & Chief Operating Officer, the CIO provides oversight and direction to IT and Laboratory leaders on strategy, standards, and opportunities for shared services and economies of scale. The CIO is a key contributor to the Laboratory’s strategy and planning process and is responsible for IT operations, research IT and technology and digital innovation. The CIO leads a team of over 100 IT professionals to deliver best in class IT services across the enterprise with an annual operating budget of approximately $25 million.
Compensation: The Chief Information Officer at The Jackson Laboratory will receive a competitive compensation package comprised of a base salary and annual incentive/bonus compensation, as well as a comprehensive suite of employee benefits. Relocation assistance is available as required.
Develop and maintain an enterprise-wide IT vision, strategy and roadmap that facilitates and drives JAX’s strategic priorities for the Laboratory’s research, resource and service development, and education. Lead the IT team and its partners in effective implementation based on that strategy, roadmap and solution designs that are end-user focused.
Oversee Research IT, JMCRS IT, Administrative Applications, IT Operations, IT Security and the Office of the CIO functions across all of JAX’s campuses and significant research and business locations internationally. Responsible for people management, staff development, coaching and mentoring. Hire, develop, evaluate, reward, and retain a highly-qualified team of IT professionals. Foster a culture of innovation, customer focus, transparency and accountability in IT. Oversee process development to advance the IT operating model to meet JAX customer, business and research needs.
Oversee a comprehensive enterprise information security program to ensure the security of JAX’s data centers, networks, systems and servers, and the integrity, confidentiality and availability of research, business and other data in an operationally efficient and effective manner. Lead the design and implementation of governance activities and policies, and of an enterprise-wide disaster recovery and business continuity plan.
Prepare and monitor IT operational budgets that meet prevailing objectives and constraints.vendors, contracts and managed service agreements for computing, telecommunications, IT services, and equipment. Help determine capital investment parameters, priorities and risks for enterprise-wide IT initiatives to maximize the return on investment. Review, recommend, and oversee all vendors, contracts and managed service agreements for computing, telecommunications, IT services, and equipment.
Assessment of JAX’s computational tools and IT infrastructure via both internal surveys of major stakeholders, and through periodic reviews by external experts, to determine that the Laboratory has the capabilities required for both a world-leading institution of biomedical research, and for a commercial enterprise providing research tools and services serving biomedical research around the world.
Security of IT systems and networks, and appropriate policies and procedures for securing and archiving JAX’s proprietary information, are within defined SLA standards across the enterprise.
Projects, product development and operational work efforts meet the business outcome expectations of the enterprise, business unit and Research units within the agreed upon timeframes, budget investments and quality. Ensure improvements in efficiency and effectiveness of research, administrative, clinical, education and business processes and operations.
Customer satisfaction systematically measured and achieved through adoption of a net promoter score (NPS) mechanism and also through feedback from top departmental stakeholders and executive leaders.
System up times are within defined SLA standards across the enterprise.
IT strategy is clearly defined, communicated, and effectively aligns with and supports the institution’s vision and strategy.

Bachelor’s degree in an appropriate discipline is required. An advanced degree in a related field, such as computer science, engineering and/or business (MBA) is strongly preferred.
Travel to other JAX campuses is required 25% of the time.
Leadership proficiency in data architecture, strategy and cybersecurity.
8-10 years’ experience in CIO or equivalent executive IT position is required; experience in not-for-profit, life sciences, or bio-pharma or a related industry is preferred.
Possesses exceptional interpersonal and communication skills, both oral and written; able to articulate ideas to both technical and non-technical audiences.
Excellent negotiating skills with internal customers and external service providers; builder of strong technology vendor partnerships, and able to manage multiple vendor relationships to ensure the best performance and financial return.
Experience as a collaborator and consensus builder who can effectively lead change. Solid management skills leading other IT professionals including experience designing and managing an effective IT governance framework across the spectrum of IT service delivery.
Candidates should have experience in at least some of the following areas:
Leading an agile development organization
Building an enterprise level data analytics capability.
Possesses solid knowledge in emerging technologies, including compute, digital technologies, e-commerce and AI, and the ability to apply these in the service of the Laboratory’s goals. Demonstrated experience with SaaS, cloud-based, and outsourced solutions through third party providers.
Experience with security and privacy regulations and guidelines such as HIPAA, protected genomic dataset privacy, GDPR and PCI.
A strong background in operational and capital finances, and IT budget development.
