Summary

The FSA is a non-ministerial department of over 1300 people, with a big vision – to drive change in the food system so that it delivers “food we can trust” - as the country has now left the EU, the scale of this challenge cannot be underestimated. More than 90% of food and feed law in the UK currently comes from Europe and our primary goal is to continue to protect public health and UK consumers’ wider interest in food.


This is a substantial and exciting opportunity to lead on the on-going development and implementation of the FSA’s technical, digital and data strategies to meet our evolving business needs. The Chief Information Officer (CIO) will shape and transform the way we do our business, developing the capability to provide better online services to external stakeholders and internal customers to achieve faster and more effective models of delivery at optimal cost.


As an AGILE and Government Service Standard practitioner with experience of operating successfully in a senior IT/Digital leadership role(s), you’ll be comfortable with external engagement at senior levels (up to an including Board-level) across a range of organisations in the public sector. You will have extensive experience of providing visible leadership to support delivery of services and change initiatives, a proven ability to develop a motivated, engaged and high performing team and a commitment to diversity and inclusion. Your proven track record of directly and indirectly managing services and change initiatives with multi-disciplinary teams (including external partners) will mean you effectively deliver within a complex stakeholder environment. You will be able to show how you have developed and evolved IT strategy, ensuring its continued relevance whilst remaining true to its original intent. Ideally, you will have some experience of working within, or in partnership with, the private sector (particularly the technology sector and/ or the food industry) but this is not essential.


The role requires the ability to engage, lead and manage our people so you’ll have strong communication and interpersonal skills, including the ability to convey how complex business processes and issues might be enabled through innovation and digitalisation, and to translate technical concepts and designs into meaningful communication to business owners and others.


If successful, you will lead provision of IT and digital technology solutions that can transform our department’s current and future business programmes. Positioning the FSA in the cross-government agenda, you will enable us to play our role across Whitehall, Local Government and the devolved administrations. Other key responsibilities include managing complex relationships with partners and vendors and embedding a sustainable data and digitally enabled capability across the department. The FSA remains committed to being open and transparent, through our commitment to open data, and we collaborate and engage on solutions to business problems in an open way.


It is increasingly important for the FSA to understand the challenge and opportunities offered by new digital/data innovations being implemented in the food sector. As CIO, you will work with the Director for Wales Information and Science to play an important role in scanning the landscape and ensuring the FSA plays an appropriate leadership role.


Responsibilities

Duties include:

• Working across different lines of business to deliver policy intent through user-centred digital services; ensuring the right processes, procedures and technologies are designed, used and integrated to ensure digital and data approaches become ingrained in the FSA;


• Providing assurance that strategic risks are identified and managed and where appropriate escalated and shared with senior stakeholders, including the Executive team;


• Developing collaborative strategic partnerships working across Government including Cabinet Office, Government Digital Service and other Departments to address the most complex issues, sharing best practice and deploying shared patterns/services;


• Developing collaborative strategic partnerships working across Local Government, advocating and supporting the 5 principles of the Local Digital Declaration;


• Developing innovative approaches to the regulation of the food sector;


• The delivery of digital and information systems and services to all FSA colleagues, across a range of roles and in all working environments eg office, meat plant, on the move, home;


• Managing a budget (+£10m) in a sustainable and compliant manner;


• Establishing strategic, sustainable relationships with suppliers and vendors;


• Playing an active and supportive role with your peer group in the FSA Business Delivery Group;


• Role modelling the desired leadership behaviours and creating the culture and conditions to empower people to work across organisational boundaries, in multi-disciplinary teams, in service of our strategic priorities;


• Acting as departmental Head of Profession for DDaT;


• Guiding and supporting a DDaT team that is still learning and evolving; ensuring we attract diverse talent and create a truly inclusive culture within the team;


• Acting as an ambassador for the FSA on the UK and global stage demonstrating how we are role modelling best practice in the adoption of modern and innovative approaches to the use of digital and data solutions to address real world problems.


• Direct line management of 4 direct reports, Grade 6 level, and role model leadership for +60 colleagues in your command.
