Reporting to the Chancellor, serves as the Chief Operating Officer responsible for directing all aspects of the CCSNH’s financial affairs and strategic planning, including operations around academic quality and student success.Overall responsibilities include strategic planning, supporting system-wide attainment of student outcomes targets, financial analysis and reporting, budget management, investment oversight, and financial operations. This position also has system oversight of information technology, capital planning, facilities, and data analytics and reporting. The Chief Operating Officer serves as a member of the CCSNH Leadership Team.

Principal Duties and Responsibilities:

Financial Operations and Capital Planning

Serve as the key staff liaison to the Board of Trustee’s Finance, Assets and Resources, and Student Success Committees.  

Collaborate with CCSNH and College leadership to develop and implement strategic financial/business plans.

Lead and coordinate the preparation of the CCSNH biennial operational and capital budgets and work with Executive Director of Government Affairs on budget-related advocacy.

Lead system-wide new revenue and large grant development and maintains relationships and reporting with funders and lenders.

Direct the financial affairs and operations of CCSNH including supervising, evaluating, and training the finance management team.

Prepare financial projections and budgets to achieve the CCSNH’s financial objectives.

Direct the design, development and implementation of financial and accounting systems, which result in accurate and timely financial statements for internal and external users. Develops and maintains effective financial reporting.

Analyze and interpret financial data and reports for senior CCSNH management and the Board.

Review financial data for trends and performance against strategic goals and objectives.

Ensure compliance with generally accepted accounting principles and other governing regulations and directives.

Monitor cash management and investment performances and reports such to CCSNH management and Board of Trustees.

Work closely with Internal Audit.

Provide strategic oversight of CCSNH’s investment policy effectiveness.

Interface with CCSNH and governmental officials to define funding opportunities.

Strategic Planning and Student Success Operations

Oversee strategic planning processes, including development and refinement of the Community College System’s vision, mission, and key strategic initiatives. Work collaboratively with system and college personnel in the implementation of strategic initiatives.

Oversee key strategic programs to ensure that initiatives align with the mission and vision of CCSNH, the budget development process, and operations.

Collaborate with other leaders to ensure that strategic goals are appropriately communicated to internal and external audiences.

Oversee system-wide policy and operations that support effective academic programs and student services

Measure CCSNH’s performance against key state, regional, and national benchmarks

Define student enrollment and attainment goals and programs in collaboration with key faculty and staff from across the system

Work with Vice Presidents of Academic Affairs and Vice Presidents of Student Affairs on system-wide initiatives and projects that promote objectives around enrollment management and student success

Monitor financial aid compliance and support for students requiring financial aid                       

Information Technology Operations

Oversee the functional areas of Information Technology and Data Analytics and Reporting.

Plan and lead process improvement initiatives in institutional research, including in compliance reporting (e.g., to IPEDS) as well as for decision support

Qualifications:

Education:

Master’s Degree required. MBA or CPA preferred.

Experience:

Minimum of eight years of experience in strategic and/or financial management in higher education, the public sector, or in business including supervisory, financial analysis, budgeting, reporting, and project management experience.

License/Certifications:

Valid Driver’s License or access to statewide transportation.
