This position will cover the Health Districts of Central Virginia and West Piedmont. The base location of this position can be located at the Franklin County (Rocky Mount, VA) or Henry County (Martinsville, VA) Health Departments.


Serves as the primary consultant to assigned Public Health Director on all non-medical public health issues, in order to assist with the coordination of a variety of statewide and local programs to assure that quality public health services are provided to the citizens of the state. Additionally, this position serves as a Public Liaison with City and County Officials to develop funding strategies and partnerships for service provisions to the clients in the districts. This position will develop and promote internal and external teamwork for the districts, excellent customer service expectations, and collaboration.


 Independently advises and provides planning and consultation/support to the Public Health Director, Senior Management and key administrative staff, local and state officials of the Central Virginia and West Piedmont Health Districts. Collaboratively works with all staff to create a highly functional local district/office leadership team that can meet the objectives, goals, and mission of the Virginia Department of Health.


 Directly Supervises, provides leadership, and develops the Human Resource staff, Business Office Staff, and Environmental Health Staff, and other staff as assigned by the Public Health Director. Keeps Public Health Director fully informed of any independent advice given or actions taken.


Minimum Qualifications


Significant experience of progressively responsible administrative management experience, preferably in a health-related setting. Working knowledge of principles and practices of Public Health, Public Administration/management, Human Resources, and administrative functions and programmatic issues affecting large complex state/government agencies. Demonstrated ability or experience in: making critical policy and program decisions; working independently; managing multiple priorities; organization management; change management/leading others; manage professional staff on variety of projects; analyzing data, problems and situations and conducting independent research; interpreting and applying legislation, regulations, and procedures; and completing multiple complex assignments within short time frames with minimal direction. Ability to effectively and diplomatically communicate orally and in writing, exhibit exceptional interpersonal skills, and to maintain strong relationships with health professionals, government officials, community leaders and agency employees.

Preferred Qualifications


Graduation from college or university with major course work in business, public health or public administration, related field, or equivalent work experience.
