Reporting to the Executive Director, the Chief Operating Officer provides strategic direction and oversight to La Clinica’s overall operations and has direct oversight over its clinical sites and services. The COO oversees a portfolio of programs and services; ensures high quality, high functioning operations across multiple sites; and fosters a culture of practice transformation and innovation that align La Clinica’s health care model with the requirements of the evolving health sector. As a member of the leadership team, the Chief Operating Officer works alongside the Executive Director and other senior leaders to promote a strong organizational mission and culture, develop and drive the organization’s strategic work plans, and represents the organization within the community.
Key elements of oversight and responsibility include:
Ensure alignment of La Clinica’s systems, infrastructure and processes with its overall strategic plans, setting strategic directions for the ability of La Clinica’s staff to deliver high quality services across sites and services through high functioning administrative, technical, and data-driven operations.
Provide oversight to La Clinica’s clinical sites, ensuring efficient and effective operational structures to deliver and evaluate high quality, culturally competent integrated health and mental health services.
Foster practice transformation initiatives that align La Clinica’s innovative health care model with the requirements of the evolving health sector and new value-based models; work closely with program and clinical leadership to evaluate feasibility of new services and opportunities and create opportunities to pilot promising practices.
Operationalize clinical partnerships and integration with hospitals, managed care organizations, specialty providers, and sister health centers; represent La Clinica on the Board of the Coordinated Care Network (CCN).
Ensure health care services are delivered in accordance with multiple regulatory requirements, including the Centers for Medicare and Medicaid Services (CMS); the Bureau of Primary Health Care (BPHC) under the 330 program; and the HIV/AIDS Bureau (HAB) under the Ryan White Care Act; as well as all local requirements for services from the District of Columbia’s Departments of Health, Behavioral Health, and Health Care Finance.
Directly supervises medical, nursing, mental health and substance use departments, and clinical and administrative operations.
Work together with senior leadership to develop sustainability strategies and business models for La Clinica’s health care operations.
Bachelor’s degree required; Master’s degree in health administration or related field, preferred
Five or more years of leadership experience in community health and/or community-based operations, with a demonstrated record of increasing responsibilities, required
Five or more years managing and/or implementing health and/or mental health services , programs, and/or operations, required
Strong commitment to La Clinica’s mission and ability to work in and have appreciation for bi-cultural organization, required. Bilingual (Spanish-English) strongly preferred.
Demonstrated commitment to health and racial equity, required
Strong and creative systems thinker with the ability to identify and operationalize the structure, tools, and resources needed to deliver health care of exceptional quality
Working knowledge of electronic medical records, preferred
Experience planning and implementing capital projects, preferred
Experience supervising and mentoring managers and/or directors, with a proven ability to establish trust, accountability and collaboration within and across teams
Highly adaptable management style with ability to thrive on changes created by external and internal environment and set strategic directions in response to them
Successful track record in setting priorities; outstanding planning, problem solving, compliance and financial oversight, and multi-tasking skills
High level of business acumen and understanding of budgets, financial statements and reports, and the revenue cycle; ability to balance the delivery of programs against the realities of a budget.
Understanding of key operational and programmatic indicators driving health center performance today
Strong interpersonal communication and excellent oral communication and writing skills.
Evidence of the ability to effect change and consistently make good decisions
Duties & Responsibilities:
Collaborate with leadership team to set near and long-term organizational priorities; develop and execute annual organizational budget; promote organizational culture; and drive the organization’s strategic plan
Work in close collaboration with peers to support achievement of organizational goals and sustainability
Provide support and strategic recommendations to the Executive Director for operational and strategic issues as they arise
Represent La Clinica on the Board of the Coordinated Care Network (CCN) and other external spaces as requested
Ensure alignment of La Clinica’s systems, infrastructure and processes with La Clinica’s strategic plans
Develops and establishes operating procedures consistent with La Clinica’s overall policies and ensures their adequate execution
Appraises and evaluates the results of overall operations regularly and systematically, and reports these results to the leadership team.
Prepares short- and long-range capital and technology plans and recommendations for the Executive Director and leadership team
Promotes a team approach to delivering high quality, cost-efficient services where patient satisfaction and improved health outcomes are the primary goals
Establishes policies to insure adequate management development and to provide for capable management succession for those functions/business units falling under his/her responsibility
Directly supervises clinical and administrative operations director and managers
Ensure high quality, high functioning operations of La Clinica’s federally qualified health center (FQHC) clinical sites, including:
Sets annual benchmarks for financial, clinical, and operational performance; staff productivity, patient access and experience
Ensures efficient, effective, and high quality health center operations around practice management, clinical infrastructure, quality and population health, and health information technology and reporting.
Ensures alignment of health center operations with local, state, and federal regulatory requirements
Assesses and continuously improves capacity of health center to operate under value-based models
Works closely with Development and Finance teams to provide oversight to the 330 annual health center budget and goals, evaluate new funding opportunities, and ensure successful execution of grant contracts and targets
Operationalizes clinical partnerships and integration with hospitals, managed care organizations, specialty providers, and sister health centers
Provide leadership, direction, and oversight to La Clínica’s clinical services, including:
Directly supervises Chief Medical Officer, Director of Nursing and Care Management, and Mental Health and Substance Use Director
Sets benchmarks for programs in alignment with strategic plan
Approves and ensures accountability for departmental budgets and goals in areas of supervision
Ensures that priorities are being set and followed and that adequate resources are available; approves significant shifting of priorities, reallocation of budget or staff resources
Integrates and coordinates work of the various departments/ manage cross-cutting activities
Resolves issues created by conflicting priorities or competing demands on departments or staff
Fosters practice transformation initiatives that align La Clinica’s innovative health care model with the requirements of the evolving health sector and new value-based models
Evaluates feasibility of new services and opportunities and create opportunities to pilot promising practices.
