To lead, drive and manage policy, processes, systems, MIS, Internal and Regulatory reporting for Priority Sector Lending portfolio


Key Accountabilities


a. Policy and process ownership for PSL – Organic and Inorganic portfolio


b. Product development with PSL & business teams


c. Provide guidance on policy/procedure, regulatory compliance, and operations/system-related issues and strengthen risk management.


d. Comply with regulatory requirements and reporting


e. PSL council governance


f.PSL portfolio management and audit


g. Act as central repository for PSL related items


h. Analyze, maintain and disseminate suitable MIS to various stakeholders to drive the business metrics


i. Lead the efforts on digitizing the End to End Process for PSL


j. To maintain and improve the customer experience


k. Work with peer banks to understand best practices in PSL segment & implement for the bank


Job Responsibilities


1. Product & Policy Development - 


Overall responsibility to develop and implement the Priority Sector Lending


policy in accordance with the strategy for organic and inorganic portfolio.


Formulate policy & processes for origination, credit appraisal, monitoring,


tagging, pricing & collection.


b. Design and develop new product offerings based on market intelligence and roll out the same with detailed product notes & framework including pricing guidelines.


c. Upgrade the existing products of the banks as per PSL market requirement in consultation with PSL & business teams


d. Design and get necessary approvals for delivery structure & revenue sharing model of the product across various business segments


e. Derive PSL asset price curve to incentivise PSL assets alongwith ALM / CT team


2. Process development & improvement:


a. Conceptualize and create/enhance processes aimed at bettering the existing operational control on PSL product with a view to improve client satisfaction, regulatory compliance and protection of bank against operational risk.


b. Partner with Risk team in conceptualization and implementation of policy and monitoring processes


c. Maintain close liaison and seek assistance from sales, credit compliance and operations teams for process improvement and creating efficient processes


d. Engage with operations and sales to build and maintain an effective customer service model that differentiates DBS


e.Identify process gaps and partner stakeholders in closing these


f.Simplification of processes to make it easy to originate and tag assets as PSL.


g. Simplification of credit appraisal process for small ticket loans


h. Create product & process manuals for various PSL categories


i.Simplification of internal compliance norms to make it easy for businesses to grow PSL


j. Manage end to end turnaround time to facilitate superior customer experience and innovate process change to facilitate the same.


3. Governance and controls


a.Conducting PSL council meetings alongwith relevant stakeholders


Ensure adherence of PSL business plan and highlight variance to council & CEO


c. Ensure portfolio health through pro-active monitoring


d.Play an active role in product risk control of PSL portfolio for the bank in line with local guidelines and regulatory caps.


e.Post implementation review of new roll-outs, and initiate action where necessary


f. Conducting operational risk reviews


4. Regulatory Compliance


a. Responsible for regulatory PSL reporting in a correct & timely manner


b.Responsible for product advisory & structuring solutions including advising the IBG Teams on the permissibility and other aspects of transactions as per regulatory guideline


c. Comply with all external (including regulatory) & internal reporting requirements for the portfolio


5. Audits


a. Ensure satisfactory audit rating for Statutory, Internal & Regulatory Audit


b. Ensure no disqualification of PSL asset in RBI audit


6. Portfolio Management 


a.Create MIS templates and monitoring mechanism. Ensure effective internal control systems are implemented to minimize credit, regulatory and other operational losses.


b. Monitoring of product portfolio and controlling overdues


c.Publish relevant MIS and share analysis with relevant internal stakeholders / management.


d.Ensure correct classifications & NIL disqualification of PSL assets.


e.Liasion with finance team and publish monthly P&L of PSL portfolio


7. Repository Function:


a. Act as repository for policies, product notes, processes, vendor / partner agreements, data related to PSL


b.Control & manage PSL data flow to various stakeholders


c.MIS - Analyze, Maintain and Disseminate suitable MIS to various stakeholders to drive the business metrics


8. Training - 


Conduct trainings for business, risk and other teams covering the following:


a. PSL regulations and requirements,


b. Identification of PSL opportunities in the existing clients


c. Originating PSL centric business


d. Tagging of PSL assets in the system


e. Provide guidance on regulatory compliance


9. Automation and System Enhancement - 


Identify and Implement the best available and appropriate technology for all the products/channels.


g. Automation of PSL asset identification and tagging workflow


h. Identify system and process gaps and partner stakeholders in closing these


i. Liaise with internal and external stakeholders for development and implementation of STP value chain finance system for PSL


j.Co-ordinate with inhouse IT team and external IT vendors in explaining and developing the product functionalities required in system.


k. Closely track the developments and follow up with the Vendor for the timely delivery of the functionalities


l.Successfully launch the differentiated system in stipulated time


10. Legal documentation simplification - 


Closely work with Legal and credit department for making all the legal and credit documents


(MOUs with Anchors, memo formats, standardized term sheets, field audit report formats, pre/post


sanction legal documents with dealers, vendors, recommendation letter etc.)


Experience/Education:


a.Should be CA / MBA


b. 14 to 18 years of banking experience, with experience in policy, process, product & control function


c. Well versed with the RBI regulations governing banks as regards PSL products and the general regulatory environment in India.


d. High level of thinking and execution capabilities – ability to conceptualise and implement new ideas on the ground


e. Good understanding of front and back office processes and how these interface with client needs


f. Strong communication and persuasive skills - communicate effectively (verbally and in writing / presentation) and influence stakeholders at all levels within the organisation


g.Teamwork – high level of ability to work well with business and support units to achieve full co-operation and synergies.
