The Director of Compliance and Permitting is responsible for ensuring our Outside Plant facilities are maintained and repaired in compliance with applicable Cox construction standards, California Public Utilities Commission (CPUC) regulations, and other federal, state and local agency requirements.The position will represent Cox on industry working groups and at regulatory workshops and hearings, support efforts by Cox’s Government Affairs and Regulatory and Legal representatives concerning Construction and Outside Plant matters, and act as an Outside Plant liaison with other utilities and municipalities.  

Responsibilities include managing inspections and repairs as well as permitting and ensuring adherence to applicable codes and regulations. This role oversees a team responsible for planning, inspection and repairs specific to compliance matters for construction projects.

Primary Responsibilities and Essential Functions:

•Ensures compliance of Outside Plant and Construction with federal, state, local commission, and agency rules and regulations, and develops processes to timely meet regulatory requirements for Construction and Planning.

•Partners closely with Government Affairs, Legal and Regulatory Affairs, Field Operations and other departments to identify regulatory issues and trends and ensure alignment of strategies and initiatives for appropriate compliance and response.

•In coordination with Regulatory Affairs, attends and represents Cox at key PUC workshops related to active PUC proceedings.Reviews and provides guidance to regulatory affairs on comments and reply comments being filed at the PUC.

•Assists in the development of Cox positions and strategies on proposed laws, rules and regulations before various legislative and regulatory bodies.

•Establishes and leverages strong relationships with customers, contractors and vendors.

•Works with internal and external business contact partners to validate billing for Cox attachments to utility poles and/or conduit.

•Oversees Outside Plant compliance programs, including inspection schedules and timely repairs to ensure goals are met and compliance with applicable regulations and internal Cox policies are followed.

•Plans and develops short and long-term strategies based on benchmark data to support construction, operations and reliability of the HFC telephony, H.S.I., and fiber-optic transport networks.

•Supports new business opportunities by conducting feasibility studies, inclusive of planning coordinating and budgeting activities - while at the same time managing budget and capital expenses and resources relative to the projects.

•Monitors and oversees Planning operations to provide complete, quality services with exceptional reliability and performance to include management of third-party vendors.

•Leads, oversees, or participates in multiple cross functional projects with boundary partners, external partners, and Cox corporate offices.

•Responsible for leadership of a team, to include supervisors and managers.Builds and enhances a strong team that provides proactive support and results-driven execution of responsibilities to meet current and future business needs.

•Manages and coaches employees to increase engagement and strengthen professional development.Continually strives to develop talent within the Construction organization to promote individual development and career growth.

•Provides guidance and renders decisions for process and production control to manage costs.

•Contributes to the annual and long-range planning and budgeting process. 

•Ensures work-zone safety, work quality and customer satisfaction

•Interprets and implements company and departmental policies and procedures.



•10 or more years of experience required in related field (i.e. HFC/Fiber Construction, Technical Operations, Field Services, Network Maintenance, Government Affairs)

•Strong written and verbal skills, and the ability to adapt communication to different target audiences.

•Critical thinking and analytical skills, including the capacity to identify, assess and prioritize competing interests and needs.

•Proven analytical skills with ability to assimilate and manage yearly department budgets, various statistical reports, with significant financial planning experience.

•Strong influencing and problem-solving skills.

•Able to work in a fast-paced environment and exhibit professionalism under pressure.

•Must be familiar with data, video and telephony transmission and distribution status monitoring systems.

•Excellent interpersonal, leadership, presentation, and collaborative skills to work effectively with teams throughout organization

•15% travel required in addition to frequent travel between state-wide markets.



•BS/BA degree in related discipline strongly desired

•3 or more years of experience in a management role preferred

•Knowledge of PUC GO 95 (overhead electric line construction) and GO 128 (construction of underground electric supply and communications systems) and the National Electric Safety Code (strongly preferred).

•Have established relationships with utilities and municipalities in southern California.

•Experience working with all levels of the organization, including mid and senior level executives.
