The Director for CareSourcing within the GPO will lead mid-and large projects/contracts to help develop strategic contracting opportunities to improve the economic and financial competitive position of the Blue System. The Director for CareSourcing will lead teams to support small and mid-sized projects/contracts. Provides senior management of business operations and project implementation of multiple national-scale CareSourcing, medical benefit focused initiatives and Innovative Health Solutions. Develops project plans which ensures end-to-end integration of project phases, as well as establishes supporting operational procedures. Through data collection and analysis, interviews, application of expertise, literature reviews, supplier interaction and team interaction, the Director supports the Managing Director with the development of supplier relationships that provide strategic and tactical solutions for Blue Cross and Blue Shield companies. Specific emphasis will be placed on category/contract ownership, sourcing and negotiating with suppliers to maximize value. Additionally, the Director will be responsible for serving as a key of contact/ Client Relationship Manager for several BCBS Plans and suppliers/manufactures. This role also assigns and monitors the status of deliverables and day-to-day responsibilities of direct reports and other matrixed project team members to ensure objectives and timelines are achieved, This role is dedicated to the CareSourcing category with work in other CareSourcing categories including but not limited to the areas of Laboratories, Health Engagement, Durable Medical Equipment and Innovative Health Solutions as needed.


Responsible for administering contracts, including but not limited to: 

Creating bid (RFP) structures for each category based on strategic direction from CareSourcing leadership 

Administering RFPs

Ensuring participating Plans meet contractual requirements, including utilization management and other medical management methods

Analyzing contract offers, including interpreting requirements and caveats and forecasting yields and return-on-investment

Supporting contract negotiations under the guidance of the Managing Director as appropriate. Independently negotiates agreements assigned, keeping the Managing Director engaged. Able to negotiate amendments and small agreements independently.

Interacts with companies, suppliers, manufacturers, participating Plans and team to coordinate growth and maintenance of BCBSA’s CareSourcing and Innovative Health Solutions practice areas

Responsible for the coordination and management of Workgroup responsibilities as assignedAble to effectively manage employees, including career development, performance management and managing employee issues

Serves as a leader for annual Workgroup meetings, routine Workgroup calls/webinars, supplier launches, supplier on-going engagement, Plan on-going engagement and cross functional area support within areas assigned

Responsible for operations, people/project management, technical strategic direction and delivery of division/department initiatives one or more Practice Areas with the CareSourcing and Innovative Health Solutions Practice Areas. Maintains ownership of specific high profile functions/set of services.

Grows the category assigned both through the addition of new national agreements, agreement expansion and Plan adoption/utilization. Responsible for the day-to-day management of contracts assigned. Has the ability to acquire, organize and synthesize financial data and other information to identify and communicate key findings. Maintains financial viability and takes ownership of category.

Makes recommendations to the Managing Director and engages team in the development of long term pipeline of opportunities to explore within assigned categories.

Prepares reports for audiences at all levels of the organization/internally/externally, written materials, spreadsheets, promotional materials and presentations to support the work within categories assigned

Engages with Plans and suppliers routinely through 1:1 communications, meetings, presentations, webinars, etc.

Serves as the Client Relationship Manager/SME for assigned BCBS Plans and suppliers. Develops deep knowledge of assigned stakeholders.

Conducts market research to validate category performance, identifies trends/new opportunities and is a subject matter expert within the category. Ability to interact with stakeholder staff and external suppliers to lead in collecting information and conducting interviews/surveys.



Bachelor’s degree in any of the business disciplines (e.g. Finance, Economics), scientific areas (e.g. biology, chemistry, pre-med) or liberal studies. All candidates must have an interest in scientific categories.

Three (3) to five (5) years’ experience of contract negotiations

Demonstrated project management and team leadership experience

Demonstrated knowledge of line of business (Commercial, Exchange, Medicare, Medicaid) and pursuant to federal and state regulations, as applicable (supplement Medicaid rebates, Best Price)

A minimum of four (4) - five (5) years related business experience or a technical discipline within the CareSourcing (primary) and/or healthcare or hospital industry and interest in scientific categories

Demonstrated ability to work independently and take ownership of categories assigned

Strong oral/written communication and presentation skills

Strong relationship management skills

Strong analytical skills

Strong project management skills

Proficiency in Microsoft Office products (Word, Excel, PowerPoint)
