Reporting to the CIO, the Director of IT Program Management is responsible for building and managing the IT Program Management capability at ConMed, including project lifecycle & management methodologies, project portfolio & timing based on priorities, resource planning. The person in this role is also accountable for appropriately aligning resources investments and service levels with business and IT strategies.


Accountabilities: 


Develop & operationalize project management methodology for IT including metrics for the purposes of both reporting project/portfolio health & ongoing improvement, program deliverables, documentation and system development life cycle to include both GxP and non-GxP projects for 21 CFR Part 11 compliance

Lead the development of the overall IT project portfolio based on Business and IT priorities, including timing & resourcing, project phasing, dependencies, risks and mitigation steps.


Activities:


Create PMO strategy and approach and lead the implementation of that approach.

Partner with senior IT management and select business leaders in the creation and sustenance of the IT strategy, including the vision, roadmap, and operation of IT.

Orchestrate the development of resource estimates for the portfolio, including skills, capacity and financial requirements.

Develop and institutionalize standard portfolio analyses to be performed by the parties responsible for managing their respective activities.

Implement project & program management tools that enable the effective execution and reporting of projects.

Develop (& evolve as appropriate) a resource management approach and methodology.

Provide project portfolio updates and resourcing information to Business Technology Partners for governance and investment purposes

Operate as program manager to successfully deliver large, complex programs on an as needed basis, which will be frequent initially but much less so as the team is built and overall program matures.

Integrate activities with those of other major organizational units (e.g. segments, departments, functions).

Develop and recommend departmental budget and authorize expenditures.

Ensure adherence to pertinent regulatory requirements and to departmental policies, practices and procedures (SOPs, SOX, GxP, safety procedures, etc).

Lead program management office; set priorities for project managers based on needs of IT.

Implement ongoing improvement for reliable project execution: on quality, on time, on budget

Build and manage a team capable of:


Project management: overseeing project execution, ensuring adherence to project life cycle processes & quality including project definition & scope, requirements, design & development, testing, documentation, production cutover and organizational change management.

Providing regular reporting of project/program status and new program requests for all IT projects in cooperation with IT Business Partners.

Identify & minimize exposure and risk on assigned projects.

Ensuring project documents are complete, current, and stored appropriately.

Leading creation of and manage project budget.

Resolving and/or escalate issues in a timely fashion.


QUALIFICATIONS:


Education:  Bachelor’s degree (B.A./B.S.) or equivalent in Computer Sciences, Engineering and/or Business.  MBA or other relevant graduate degree preferred.

Experience:12+ years related experience, preferably in Medical Device, Life Sciences, Biopharma or other regulated industry.Demonstrated Program Management experience with large Systems initiatives.Experience in establishing and managing a Program/Project Management competency center.PMP, SCRUM Master, or TOCICO Practitioner Certification a plus.

An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.
