The Director Public Policy is responsible for developing and implementing strategies to advance the policy interests of Planned Parenthood in Ohio. This includes policy monitoring, analysis, education, strategy and relationship building with coalition partners and elected officials. They monitor legislation, regulations and policy initiatives to protect and promote access to reproductive health care and sexual health education and provide policy recommendations to increase access to healthcare.They serve as the organization’s primary contact with members of the state legislature, legislative and administration staffers and policy experts in various organizations. They lead the development and execution of a coordinated state plan that maximizes the resources and effectiveness of all partners and reduces duplication of efforts in the areas of legislative affairs. They advise the organizing and field program to build grassroots support for policy initiatives.

WHAT YOU WILL DO


• Promotes an organizational culture that embraces the agency’s workplace values of respecting and honoring all people, support, effective communication, teamwork, collaboration, accountability and responsibility; and works with colleagues to create and maintain a workplace environment reflective of those values.


• In collaboration with the VP of Government Affairs and Public Advocacy and the organizing and communication teams, develops and implements a comprehensive legislative/ policy strategy to protect and promote access to reproductive health care and sexual health education at the state level.


• In collaboration with values aligned organizations and coalitions promote and support legislation on maternal and infant health with a focus on Black maternal and infant health, Medicaid and other social services, voting rights, democracy reform, racial justice, and social justice.


• Cultivates and stewards critical relationships with state elected officials and their staff through regular personal visits, correspondence, phone, etc.


• Represents Planned Parenthood’s mission and policy positions when speaking to external audiences.


• Educates members of the state legislature and their staff on reproductive health and related legislation and with the VP of Government of Affairs and Public Advocacy serves as Planned Parenthood’s "voice” at the state Capitol.


• Identifies members of the legislature who need additional information and education from their constituents.


• Monitors legislative development and activities and provides Planned Parenthood affiliates with the latest information regarding legislative activity and coordinates efforts to mobilize activities in support of the organization’s policy positions.


• Represents Planned Parenthood in Ohio in legislative caucus meetings, at the statewide c3 and c4 table and other state-based coalitions focused on policy initiatives.


• Responsible for monitoring state health policies, rules and regulations and working collaboratively with operations teams to identify impacts to Planned Parenthood business in Ohio.


• Writes policy analysis, summaries and talking points on Planned Parenthood issues for members of the legislature, their staff, affiliates and coalition partners.


• Writes reports, fact sheets, activist alerts, and work plans. Maintain tracker (database) of bills and related legislative process.


• Develops timelines and budgets for assigned programs and ensure that tasks are completed on time and within budget.


• Supervises the Legislative Affairs Manager.


• Participates in state and national conferences and trainings to develop and teach skills.


• Ensure compliance with conditions of 501(c) (3) and 501(c) (4) guidelines for approved activities and all other legal compliance and reporting requirements.


SUPERVISOR RESPONSIBILITIES


Job includes full supervisory responsibilities, such as providing daily work direction, approval of absences or overtime, recommendations and/or approval regarding hiring, terminations, pay changes, or job changes.


WHAT YOU WILL BRING


• Bachelor’s degree preferred, Master’s degree can be accepted as work experience from an accredited college or university in Women’s Studies, Political Science, Public Policy or another closely related field.


• A minimum of four-seven years of relevant work experience.


• Experience developing and maintaining credible and productive relationships with elected officials, coalition partners, media and managing rapid/crisis response.


• Experience creating and executing detailed work plans and coordinating multiple stakeholders.


• Superior research, editing, presentation, analytical and writing skills, in multiple lengths and formats and to multiple audiences.


• Must understand how bills move through the legislature.


• Ability to set priorities and organize concurrent projects, meet deadlines, handle pressure, manage multiple projects and time effectively, exercise independent judgment and assume responsibility for reliable follow through.
