This position will report directly to the VP, Information Officer (HI, MHS and enterprise-wide Lab Systems), and will also have an indirect accountability to the Hawaii Regional President and be part of the leadership team as a strategic partner to the HI Region and Maui Health System. The position will also have a strategic relationship with the MHS Chief Executive Officer and Chief Operating Officer. This position will be responsible for the overall IT leadership and solution delivery to the Hawaii regional and MHS business operations and will serve as the primary point of contact across all IT portfolios and KP-IT-s service delivery organizations. This position is accountable for understanding, promoting and supporting the business partners- strategic direction and priorities. This position will partner with the MHS and HI Regional Business & Medical Partners to understand and opine on business strategies and priorities, help determine day-to-day and long-term investment needs and selects solutions that deliver the greatest value to the business. This position is also accountable for managing and prioritizing business systems enhancement requests with local and national investment initiatives and negotiating IT impacts with the MHS and HI Regional Business & Medical Partners based on changing business priorities and requirements. This position is responsible for the development and maintenance of the HI regional Multi-year Plan (MYP) in concert with the Regional President and Medical Director. Collectively, this position and its peers in other regions are accountable for the integration of the regional multi-year plans with the national portfolios strategies to create the enterprise MYP. This position will also work closely with the business and medical partner groups to ensure he/she understands their major technology needs, priorities, and initiatives. This includes aligning IT with the strategic business direction, translating the priorities into business solutions, and implementing the solutions that deliver the greatest business value add. This position is also accountable for managing business systems enhancement requests and negotiating IT impacts with all three portfolio solution teams based on changing business priorities and requirements. This also includes monitoring all major activities that involve regional IT and corporate IT functional groups. Finally, this position will work with and participate as a key member of the regional business leadership team. This position will also negotiate performance expectations, prioritize commitments with the MHS and HI regional and medical partners (on behalf of all of IT), assume accountability for achieving these expectations, and facilitate resolution of issues that influence performance. Additionally, the position will manage project delivery with the software development organization and IT operations team and monitor work requests progress throughout the development lifecycle and take action to ensure successful delivery.

Essential Responsibilities:

-This position is the primary communications interface with MHS and HI regional business & medical partners for all IT-related matters. This position serves as the primary point of contact across all IT portfolios and KP-IT-s service delivery organizations. This position is accountable for understanding, promoting and supporting the business partners- strategic direction and priorities. This position is expected to operate as a strategic partner with members of the HI Regional Leadership Team on all issues (not restricted to the area of IT).

-This position is responsible for monitoring all channels of communication to ensure their effectiveness and to be aware of all major activities and issues that involve IT systems for MHS and the HI region.

-Given that IT is a large and critical part of any growth strategy, this position has a key role in the accountability and responsibility to make the business strategy successful.

-Direct management of all IT functional areas within MHS and HI region (e.g. Application Development and Business Management). 

-Negotiate the delivery of IT products and services with the Regional Business & Medical Partners and assumes accountability for achieving those commitments.

-Is accountable for the entire MHS and HI region IT budgets, including Strategy and Operations Management, Regional Delivery Teams, and Regional Service and Delivery Teams.

-Is accountable to develop, negotiate and track the financial and service agreements with MHS for all IT services provided from all National and regional functions.

-Facilitate resolution of issues that impact performance.

-Consult with the regional business/medical partner on clear definition of business problems, idea assessments, solution identification and alternatives, solution planning, and funding estimates to ensure a successful and productive relationship with the regional business/medical partner.

-Plan, manage, and monitor all regional business/medical partner work requests; create, prioritize, negotiate deliverable commitments and resolve issues in ways that are mutually satisfactory to the MHS and HI region business/medical partner and IT organization.

-Develop a high performng leadership team by providing motivation, leadership, and professional development of the technical staff.

-Provide key input to IT strategy and planning on impacts of business strategies while developing and maintaining demand forecasts for IT solutions and services.

-Provide leadership in program/project prioritization and release packaging that accounts for business continuity and regional business/medical partner needs in program and release reviews.

-Negotiate and manage service-level-agreements (SLAs), measurement, metrics, and performance reporting to business partners.

-Lead IT business planning, forecasting, and budget-capital funding processes with regional business/medical partners.

-Manage continuous process improvement in MHS and HI region business/medical partner working relationships and in managing all three solution portfolio-s work requirements within and among IT departments.

Basic Qualifications:

Experience

-Minimum fifteen (15) years of progressively more responsible roles in Healthcare Information Technology and/or Healthcare IT business.

Education

-Bachelor's degree.

-Successful track record of visionary, forward-looking IT leadership, execution and delivery. Deep expertise in leading IT organizations in applying innovative IT solutions in support of the business.

-Executive level professional that is collaborative.

-Executive level professional with demonstrated experience and accomplishments in developing, recommending and influencing decisions based on a strong business case - develop consensus, and communicate effectively in business (non-technical) terms.

-The incumbent needs not only to have strong IT knowledge and experience but also strong business acumen to bring IT and the business partners to the table and lead key discussion for appropriate collaborative decision making in a very fast paced environment.

-The incumbent needs to be able to manage in multiple environments simultaneously. They also need to develop policy, process and procedure where they do not exist. For example, MHS does not follow Program Office allocation methodology for RAC/PAC funding processes.

Preferred Qualifications:

-Five (5) or more years at senior level director or above at the corporate, group, or business-unit level.

-Experience in a healthcare oriented organization.

-Experience could be gained through a combination of consulting and client-side positions, but must include substantial management and leadership experience.

-Experience working in a matrixed organization structure.

-Advanced Degree (e.g. MBA, M.S. or M.A.)
