Identify, contribute, challenge and lead Project Management Office responsibilities for three workstreams covering the GB/CB/Lending/CF/Loan Syndication/Agency businesses to achieve the strategic objective of the IBOR Programme i.e. to transition away from LIBOR/IBOR to Alternate Reference Rates as adopted by the regulators.
The Role Responsibilities
The role-holder is responsible to lead/support initiatives within the IBOR Transition Programme impacting GB/CB/Lending/CF/Loan Syndication/Agency businesses, at the same time be the champion on PMO activities, driving a value-driven change management approach. A multi-faceted candidate is sought who:
Demonstrates a dynamic role which can shift between change manager / product owner / project manager / business analyst depending on the level of involvement in each workstream
Ensures business needs are well understood across the workstreams where applicable
Supports/leads project management and change management activities ensuring business readiness
Leads by example change management best practice on initiatives driven by the workstreams
Maintains a balanced approach in project management and change delivery that aims to maximise ROI, minimize rework, and ensure solutions are built for the long term
Raises awareness and understanding of change management best practice (within/beyond the bank)
Ensures roles and responsibilities defined is observed and hence drive the right level of accountability
Provides day-to-day support to IBOR Transition PMs for the workstreams under, where applicable
Key responsibilities are:
Ensure the design and delivery of initiatives that are consistent with the IBOR Transition Programme
Support change management at the organizational level, keeping in mind the relevance to business strategy
Support the definition of project Business Cases (scope, goals, deliverables, costs, timescales, plans, dependencies, resource requirements and milestones)
Ensure pre-scope project plan is communicated to all project stakeholders together with their individual responsibilities
Support training and communications efforts where applicable – ensuring the right level of engagement to facilitate business readiness and hence adoption and business benefits realization
Ensure ‘client-centricity’ throughout the e2e delivery lifecycle where involvement can be direct/indirect – formulating problem statement, solution design and validation, user engagement, change readiness, and ultimately adoption that drives business benefits realization
Apply a structured methodology to deliver the project through creation/execution of a plan to support adoption of the changes
To lead/support the definition of business processes in current state vs. target state
Co-ordinate publication, review and sign-off of major Project Management deliverables.
Monitor and report progress of the project deliverables to the senior Project Team
Co-ordinate quality activities to meet quality objectives.
Manage project RAIDs and change control inventory, communicating the impact to the project
Coordinate IT requests and sign-off
Monitor projects against time, budget and quality standards
Planning and Monitoring
Review projects (health check) to ensure they meet minimum project standards (financial / documentation / approvals) and are fully auditable for stakeholders / audit / regulators
Record programme level dependencies and assumptions and respective sign-offs ensuring they are proactively managed
Organise and facilitate closure of project and complete benefit analysis at the end of the project as required
Drive process improvements in project delivery and governance methodologies in conjunction with the senior Project Team
Manage project level change control process
Governance and Control
Support the adoption and adherence of SBCs ePMO set of practices, principles and templates for managing projects
Support the implementation and governance of standards across the businesses, including tracking, monitoring and updating the status of project and programme deliverables
Ensure that outcomes delivered, including necessary controls are fit for purpose and meet regulatory requirements.
Capture project requests and ensure each request has sufficient information to assess the project impact
Ensure all projects are set up correctly from systems governance, documentation, reporting perspective in SCBs CLARITY system
Responsible for preparation of consolidated material from project reports for monthly reviews, complete and distribute monthly portfolio reports for senior Project Team
Prepare and coordinate decks for SteerCo, training sessions, etc.
Clear understanding of project budgeting and baselining

Our Ideal Candidate
The candidate must be a self-motivated, proactive and resourceful with an excellent network with ability to work in a fast-paced environment against an uncertain regulatory back-drop. Additional qualifications:
Broad understanding of LIBOR/IBOR transition
5-7 years’ experience/knowledge in project and change management principles, approaches, methodologies, tools and phases of the project lifecycle (both Waterfall and Agile)
Preferably PMP / Agile Project Management;
Excellent working knowledge of MS Excel (pivot tables, v-lookups, etc.) PowerPoint, MS Outlook, Visio, and Microsoft Project desirable
Familiarity with Experience with large-scale organizational change efforts
Experience in similar co-ordination/administration roles with senior stakeholders
Previous PMO experience mandatory
