About the Role:
RTI International is seeking a Technical Team Lead, Network Operations to join its growing Global Technology Solutions (GTS) team. The Team Lead will be responsible for the planning, forecasting, implementation, and identification of resource requirements for network systems (including wireless and VoIP) of moderate complexity.The Team Lead is responsible for network planning, network architecture design and engineering. Integrate and schematically depict communication architectures, topologies, hardware, software, transmission and signaling links and protocols into complete network configurations.
This role will be a working leadership role where roughly half the time is leading the team and half as a team member.
Manage day-to-day operations of a mix of full time and contract FTE’s focused on network operations.
Manage full time employees, including basic human resource functions, time sheet management, periodic reviews, promotions, performance management, etc.
Manage in-scope services – core network systems (currently Cisco ACI), access layer (currently Cisco), NAC (currently Cisco ISE), WIFI (currently Cisco), WAN (domestic and international offices), MPLS.
Evaluate new products, performs network problem resolution and assists in the development and documentation of technical standards and interface applications.
Monitor protocol compatibility, performs system tuning and make recommendations for improvement.
Manage 24/7/365 monitoring with rotating on-call schedules.
Co-manage network monitoring system (currently Solarwinds), including false positive reduction and acknowledgement/resolution procedures.
Responsible for the completeness and governing procedures to ensure that everything supported is properly monitored and alerting at the appropriate time, to the appropriate group, and with appropriate escalation.
Gather and analyze business requirements from stakeholders.
Develop high-level technical specification sufficient for obtaining ballpark pricing for network systems/equipment.
Manage relationships with vendors, including RFPs, SOWs, budget analysis, negotiations, evaluations, etc.
Document evaluations and recommendations including pros/cons and pricing; review evaluations with stakeholders, peers and/or management.
Translate high-level technical specifications into specific product/service details including project deliverables and fixed and recurring costs.
Manage the research/selection products, perform reference checks, coordinate and conduct site visits and demonstrations, and respond to questions from vendors prior to proposal submittal.
Manage/select products that best meets business needs and selection criteria, and leveraging extensive knowledge of available products, recommend a solution with justification to stakeholders, peers and/or management.
Manage projects through to completion while keeping project team members, stakeholders, vendors and GTS management informed of issues and overall status.
Manage time utilization of team to ensure that tasks are complete on or ahead of schedule, or that issues are escalated to project or GTS management.
Manage the install hardware or software in accordance with manufacturer’s recommendations.
Manage and report on capacity planning for all in-scope services.
Manage the configuration of equipment based on technical specifications.
Manage and drive continual service improvement so that the team is more efficient and improve services to the end customer – faster service, little to no downtime, compliance, reporting, capacity planning.
Implement into the production environment after appropriate testing and approval and document the as-built configuration.
Conduct quality assurance testing to validate the installed configuration and operation against detailed, technical specifications.
Responsible for enforcing a very high level of quality in change control.This includes accepting liability through the review and approval of all “normal” and “standard” change controls.High quality includes detailed implementation/test plans, test results, and communication plans.
Document any system changes as well as baseline performance for comparison against future trends.
Manage and approve all in-scope policies and Standard Operating Procedures (SOPs).
Manage the communication of status to impacted stakeholders - including end users, GTS support staff, and GTS management - as appropriate and in accordance with SOPs.
Manage/coordinate the activation, closure and problem management related to major incidents.
Minimum Required Education and Experience:
Bachelor’s degree and 8 years of related experience; or equivalent combination of education and experience.
Prior experience in a senior engineering role and individual project leadership experience.
Must be a US citizen due to specific contractual requirements.

In-depth knowledge of or skills in project coordination.Applied knowledge of or skills in project management. May also participate in projects as a team resource.
In-depth knowledge of or skill in performance tuning and testing of telecommunication vendor services, data switches, and routers.
Applied knowledge of or skills in installation, configuration, and implementation of network management tools.
Applied knowledge of or skill in interfacing with vendors and end users on research, evaluate, and recommend initiatives, as well as on all planning and design initiatives.
Applied knowledge of or skills in researching, evaluating, and recommending as well as planning, designing, and developing overall LAN/WAN architecture, standards, and standard operating procedures (SOPs).
Technology, equipment, vendors and specialized tools appropriate to function include:
LAN-WAN-WLAN standards and industry norms as identified IETF RFCs and trade publications.
Ethernet, CAT 5E and up, single & multi-mode fiber, IEEE cabling standards, TCP/IP, VLANs, OSPF, EIGRP, BGP.
Telecommunication vendor services including circuits, DIDs, PRIs, long distance, 800#s, SIP
Cisco ACI, switches and routers.
Windows AD-based DHCP services.
Network management tools including Solarwinds, Prime/CMX.
