Northrop Grumman Technology Services is seeking a Manager Program Control.The position will be located in Sierra Vista, AZ.

Responsibilities include:

Daily operations of a team of program control analysts

Provides direction to and actively assists team using established policies and precedents

Makes decisions relating to accomplishment of daily work responsibilities and setting/managing priorities

Performs cost, schedule and technical performance of several programs with full and light earned value requirements

Oversees and participates in establishment of cost control systems and integrated master schedules (IMS) on multiple types of contracts

Performs analyses to ensure that contracts are within negotiated and agreed-upon contract terms, government cost control guidelines and NG policies

Prepares and/or reviews estimates at complete (EACs) and integrated master schedules for contract work and performs financial analyses such as funding profiles, sales forecasts, and variance analysis

Performs cost and schedule risk assessments to identify and mitigate risks

Briefs leadership on assessment and recommendations

Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines  

Assist in development of Annual Operating Plan (AOP) for assigned programs

Prepares OCONUS documentation in support of the Tax Office

Coordinates with Global Supply Chain to ensure reports contain accurate delivery and milestone dates

Prepares and analyzes cash flow forecasts for multiple programs 

Participates in or leads proposal preparation and execution 

Reviews and approves expense reports, travel authorizations, intercompany work orders, etc.

Supports program management reviews (PMRs), customer integrated baseline reviews (IBRs) and audits (external and internal)

Builds and maintains positive working relationships with internal and external customers 


Basic Qualifications:

Bachelor’s degree and 6 years of relevant work experience or a Master’s degree and 4 years of relevant work experience or an additional 4 years of work experience in program control, accounting, finance, business management or related may be considered in lieu of a degree

Familiarity with MS Project, MPM/Cobra or other EVMS tools

5 or more years of earned value management experience

Integrated Baseline Review experience

DCMA Joint Surveillance Review and/or internal audit support experience

Preferred Qualifications: 

MPM or Cobra system administrator experience

wInsight experience

Experience with Army UAS contracts

Experience on programs with overseas scope

Experience managing or leading a team of junior to senior employees

Working knowledge of NG One System Description

Familiarity with SAP
