The Material Program Manager (MPM) is a strong leader with demonstrated project management skills. The candidate for this position will be accountable for Supply Chain Activities supporting the proposal through execution of THAAD production contract deliveries.

This individual must be a self-starter, capable of supporting and executing organizational and program objectives, and demonstrate the ability to interface with all levels of internal management, including PS3 BA leadership. This role’s responsibility will include managing the cost, schedule and performance of the supply base to meet program objectives.

Key activities typically include leading the material IPT in managing material cost, schedule, and performance to support program objectives and events. Leads supply chain activities related to the Sourcing Segmentation process.

Serve as the key conduit between the program and the supply chain team to ensure that program objectives are met.

Specific Responsibilities Include:

Manage program supply chain cost, schedule and performance.

In conjunction with program management, subcontracts, procurement and matrixed functional groups, insures implementation of the supply chain strategies per the Sourcing Segmentation process.

Support make/buy analysis, program supply chain plans, and proposal efforts including development of program material cost estimates and budgets.

Ensure supplier agreements are utilized and cost take out and affordability opportunities are realized to the maximum extent practicable to support program objectives.

Support Program Management, Subcontracts and Procurement by ensuring the supply chain strategies (determined during Sourcing Segmentation) are implemented as part of the acquisition process.

Implement supply chain plans in conjunction with engineering, manufacturing and relevant functional groups to ensure that all program objectives and schedules are met.

Execute risk/opportunity plans to meet program objectives. Ensure that supply chain risks are identified and documented in the risk register, and proactively ensure that risks are mitigated. Balance strategic thinking with tactical application of strategies to programs.

Collaborate with supply chain, supplier quality, OPM, manufacturing and other matrixed functions for support as needed. Escalate when required.

Monitor performance metrics and proactively act to address program and functional issues.

Present supply chain related status at Program and BA reviews

Provide support as required to ensure that all supply chain activities are conducted in accordance with all applicable compliance requirements, including but not limited to: FAR/DFARs, ITAR, procurement and company policies and procedures.

Performs other duties and responsibilities as required.

Required Skills and Education

Strong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levels

Successful, proven record of leading and managing multi-discipline project teams

Ability to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources

Ability to communicate with senior management regarding program’s material status (cost / schedule / resources / risk) as well as performance to financial objectives

Experience communicating externally either with customers or suppliers

Technical and business acumen

Ability to obtain Secret Security Clearance

Demonstrated Risk Management experience

Minimum of 10 years of combined experience within supply chain, operations, or project management within Government and commercial defense markets

Bachelor’s degree in related area of study

Preferred Skills and Education

Program Management Institute’s (PMI) Program Management Professional (PMP) certification

Control Account Management (CAM) experience (at minimum, CAM trained)

Master’s Degree in Engineering and/or Business Administration

Six Sigma Green Belt

Experience in creating and executing Material Program Plans / Material Strategies
