This position reports directly to the Chief of Staff at Roseburg VA Health Care System (RVAHCS). The position was established to further education, the development and management of residency programs, and clinical services in the RVAHCS, while providing direct clinical oversight of the Primary Care and Medical Education services, and other clinical services, as assigned by the Chief of Staff.
The Deputy Chief of Staff of Clinical and Academic Programs (DCOS-CAP) provides administrative, clinical, and programmatic leadership for medical services, specifically Primary Care and Residency Training programs, with oversight of the primary care residency program, and the development of additional residency program partnerships, to ensure achievement of the clinical and educational goals and applicable performance measures. The DCOS-CAP is accountable for delivery of all health care by staff in Primary Care and Care in the Community (Office of Community Care), as well as other areas of care as assigned by the Chief of Staff. The DCOS-CAP will also provide oversight in the functional areas of recruitment, retention, resource management and clinical practice management for all Clinical Service Lines reporting to the Office of the Chief of Staff. The DCOS-CAP serves as a liaison between COS and service leadership in the areas under his/her direct supervision plus those functional areas under his/her oversight within the policies and guidelines of the Veterans Health Administration. Additionally, the DCOS-CAP establishes a collaborative climate among all Clinical Service Lines that promotes optimum access, employee engagement, and high performance. The DCOS-CAP will directly supervise the manager(s) of Primary Care and Medical Education work units, and will provide clinical supervision to Licensed Independent Practitioners in the Office of Community Care. Other areas of supervision as assigned by the Chief of Staff.
Duties include but are not limited to:
Providing oversight and guidance on clinical and residency program operations for RVAHCS
Maximizing budgetary and operational efficiency
Establishing and maintaining high standards of care in all areas, and is also responsible for ensuring a high standard of education of all students and residents
Expanding and collaborating with the community hospitals and medical schools to increase and/or enhance our residency and medical student clinical clerkships/rotations at the RVAHCS
Working with Quality Improvement and Service Chiefs to ensure RVAHCS is a High Reliability Organization (HRO)
Ensuring clinical performance improvement recommendations from third party reviews are implemented
Monitoring Patient Safety and Risk Management issues and ensuring that the issues are addressed in a timely and effective manner
Leading and participating as an in various task groups and committees that address clinical issues at the local, VISN, and national VHA
Supporting the graduate medical education programs and the affiliation agreements and serving as an additional liaison with the Oregon Health & Science University and other Oregon medical schools
Serving as a clinical champion and proposing recommendations for improvement with the implementation of the electronic medical records
Participating in the review and adjudication of Veteran clinical appeals and service recovery efforts of Veterans and their families with healthcare concerns in Primary Care and the Office of Community Care
Work Schedule: Monday - Friday 8:00 am - 4:30 pm

Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
Board Certification in Family Medicine
Proficiency in spoken and written English.

Preferred Experience: At least 5 years of experience in the practice of Family Medicine or Primary Care; expertise in the academic missions of education in an affiliated environment and credentials to warrant an academic appointment; Experience with oversight of a Medical Residency program

Physical Requirements: Must be physically and mentally able to efficiently perform the essential functions of the position without hazard to self or others. Work requires no extraordinary physical exertion, although there is some requirement to navigate across various sections of the physical campus. Incumbent may need to climb stairs. Duties require periods of standing, walking, bending and carrying light objects.
