MaIn Purpose Of Job
This position is the supervisory level of professional legal staff work involving specialized responsibilities in the enforcement of contributions or benefits areas of the Maryland Unemployment Insurance (UI) law. This position reports directly to the Director of Contributions. This position represents the Unemployment Insurance Administration in court proceedings and administrative hearings to secure monies due the State with responsibility for the collection of sums from employers who are delinquent in their contributions, or for the recovery of sums from Unemployment Insurance recipients who have received improper payments. This position also represents the Division at Lower Appeal and Board of Appeals hearings concerning employer protested review determinations. This position is responsible for handling subpoenas and records requests received by the Agency, as well as the monitoring and administering of Data Sharing Agreements and Memoranda of Understanding. This position oversees the day-to-day operations of the Litigation/Legal Collections Section and supervises lower-level UI Legal Officers and UI Professionals.
Provide leadership and management for the day-to-day operations of the units within the Litigation/Legal Collections Section of the Contributions Division, applying UI Management Model standards to comply with USDOL performance measures and Maryland state law and attain Agency goals. Meet or Exceed Federal Performance Measures and LABOR-DUI Strategic Goals by effectively monitoring the functions necessary to comply with USDOL performance measures, Maryland state law, and LABOR Policies and Procedures.
Education-Possession of a bachelor's degree from an accredited four-year college or university.
Experience: Five years of supervisory experience and three year experience in court litigations providing representation on the behalf of clients or have involved the interpretation or enforcement of the Maryland Unemployment Insurance law.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Attorney classifications or General Attorney specialty codes in the Legal and Kindred field of work on a year-for-year basis for the required education and experience.

- Must have three (3) years of experience with legal research tool (Lexis Nexis, and West Law)
- Candidates must be a member of the Maryland Bar.
- Candidates must be admitted to or eligible for admission to the Federal Bar.
- Candidates must possess a Certificate of Good Standing from the Maryland Court of Appeals.
Desired Or Preferred Qualifications
- Must have three (3) years with Public Information Act
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DOL/DUI) to determine whether any monies are owed to DOL/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
