Primary Responsibilities

Company is looking for a Project Controls Manager to join our team in the Seattle, WA area. This individual working and reporting to the Program Manager will provide the day to day supervision of key staff in the delivery of several major transportation projects. In the role of Project Controls Manager, we'll count on you to

•Support Program Executive Management with the administration of the GEC project team for all Project Controls cost, schedule and document management reporting.

•Provides Project Controls management in the contracting with more than 20 subconsultants on the GEC project

•Will develop and maintain project controls process and systems for a program/project.

•Will the manage the development of project work activities during development of the Project Execution Plan, Project Management Plan, Baseline Definition, Change Management, and Interface and Risk management

Specific Responsibilities include

Provides management oversight in the development, review, and maintenance of Primavera (P6) Project Schedules for a variety of projects.

Ensures all schedule information in Primavera (P6) per the designated systems requirements.

Provides oversight during the analysis of changes in design schedule sequencing, Organizationified work plans and actual work performed.

Provides oversight in the development and management of the cost control systems to provide project and program management with accurate financial information

Works closely with the design team and management to ensure / capture, and correct schedule related issues in accuracy and completeness

Provides management oversight in the development and maintenance of project-specific design, permitting, right-of-way, and other miscellaneous schedules

Ensures the in organization of large amounts of information into meaningful schedule visualizations

Reviews and provides Staff recommendations in the development of the project work breakdown structure (WBS) that interfaces and aligns with specific Program WBS Structures.

Will review independent analysis of data stored in the project management and cost control systems.

Will review Time Impact Analyses (TIA) performed by Project Controls staff and provide recommendations on schedule entitlement, including excusable and impactable time. 

Reviews staff development of Project presentations using graphs, diagrams, and other exhibits to illustrate cost status and assists with presentations as requested by Executive Management.

Provides review and oversight in the utilization of historical data, such as performance experience, for use in forecasting a realistic basis for future planning and forecasting

Provides quality control reviews of presentations using graphs, diagrams, and other exhibits to illustrate cost status

Analyzes and forecasts current status against an established program baseline schedule and budget

Customizes project control systems to meet specific project requirements including in the use of MS SQL data bases

Performs quality control review of program reporting including weekly report updates, monthly confidence reports, and quarterly risk and performance reports

Performs quality control review of monthly cost status and issues/trends with Executive Management

Performs quality control review in the analysis on earned value and projected cash flow reporting to Executive Management

Provides direction in the development of schedule graphics and reporting tools as projects move into different and/or future phases

Required Knowledge & Qualifications

Strong computer skills with MS Office (Word, Excel, Project, Power Point)

Working knowledge of MS SQL Databases including ability to solve general day to day problems that arise from the data transfers between Primavera P6 and MS Excel Spreadsheets.

Expert knowledge in the use of schedule management software, specifically Primavera P6

Skilled in area of technical writing including in the area of formal writing of Schedule Time Impact analyses (TIA)  

Presents an ability to perform technical report writing.

Has a strong working knowledge of the principles and practices of civil engineering and construction.

Understanding of construction methods and scheduling theory and ability to recommended alternatives for project sequencing

Knowledgeable in the principles and practices of program administration including the use of Document Management systems

Critical Path Method Scheduling.

Fully knowledgeable in the theories and elements during or performing Risk Assessments and the benefits in the strategic planning of Projects.

Familiarity of pertinent federal, state, and local laws, codes, and regulations.

Able to and support project controls staff to work effectively under pressure, meet deadlines, and adjust to changing priorities.

Knowledgeable in the principles of business letter writing and basic report preparation

Required Skills

Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

Establishing and maintaining effective working relationships with other project and program staff, management, and the contractor.

Demonstrating a positive customer service orientation with both internal and external clients.

Will work with project controls staff while performing and reviewing, interpreting, and analyzing engineering plans, drawings, specifications, contract documents, and engineering reports.

Able to ensure that project controls staff interpret and apply applicable federal, state, and local policies, laws, and regulations.

Review the preparation and analyses of data and comprehensive reports.

Will work with project controls staff to ensure they have an ability to understand alternative viewpoints and balance with conflicting information.

Has a full working knowledge to interpret WSDOT policies, standards and procedures and related documents and apply it to the construction site.

Communication Skills

Presents excellent English communication and written skills required, with an emphasis and attention to detail

Ability to provide verbal and written analysis of complex issues.

Is able to respectfully communicate, both orally and written, with groups and individuals representing Contractor, WSDOT, Local Agencies and Resource Agencies.

Preferred / Minimum Qualifications

Bachelor’s degree in Engineering or Construction Management

15+ years of experience in project controls work on engineering and/or construction projects, including planning, estimating, scheduling, cost control, schedule control, and project reporting, with at least 5 years in a supervisory position as a Project Controls Manager. 

Ability to use MS Excel for estimating quantities and costs, and control activities such as progress and performance measurement.

Experience with Highway or Bridge construction in Design-Bid-Build, Design-Build or Alternative Delivery preferred.

Organizational skills to prioritize the work.

Able to work under pressure to meet timelines.

Ability to work with client and provide outstanding client service.

Experience and proficiency with Primavera version 6 (P6) or later.

Planning and Scheduling Professional (PSP) certification preferred

PE desirable.
