The Solutions Engineer Advisor Sr. position will be responsible for defining and managing the business requirements and processes that help maintain or improve the availability of Anthem IT systems. This position will be in the Production Support team.

Primary duties may include, but are not limited to:

The Solutions Engineer Advisor Sr. position will be responsible for defining and managing the business requirements and processes that help maintain or improve the availability of Anthem IT systems.

Manages integrated functionality, usability, reliability, performance and support requirements of a system

Primary duties may include, but are not limited to:Maintains active relationships with customers to determine business requirements, leads requirements gathering meetings and reviews designs with the business.

Understands technical solution design and can communicate solution details to both business and technical peers

Owns the change request process and coordinates with other teams as necessary.

Develops and defines application scope and objectives and supervises the preparation of technical and/or functional specifications from with programs will be written.

Performs technical design reviews and code reviews.

Ensures unit test is completed and meets the test plan requirements, system testing is completed and system is implemented according to plan.

Responsible for delivery of application technology solutions and data information planning effort.

Coordinates and manages on-call support and owns the system monitoring process.

Owns the technical development environment and works on the Enterprise team.

Creates and maintains annual master calendar for major initiatives and production impacts

Engages with tower leads and change initiators to understand the changes coming down the pipeline to the Production Support at least 12-18 months in advance, ensuring Lights-On team is prepared for those changes. Added focus will be on determining impacts of modernization, consolidation and migrations

Leads multiple or large projects and facilitates large group JAD sessions for requirements, modeling in several disciplines. 

Leads vendor evaluation and analysis.

Assists with break-fix/defects management, especially intake, triaging and prioritization of defects

Knowledge and experience of implementing ITSM operational processes

Collaborates with geographically diverse associates and external vendor partners to get work accomplished

reporting needs as required

Applies and mentors use of tools to define requirements

Anticipates and identifies opportunities for improvement

Excellent written and verbal communication skills

Excellent presentation skills will be A+

Experience working in the Scaled Agile Framework (SAFe) environment is required.The candidate should be able to help the team build better systems by learning, exhibiting, and coaching SAFe’s Agile principles and practices 

Requires an BA/BS degree in related field or technical institute training; 7 or more years related experience; multi-platform experience, and expert level experience with business and technical applications; or any combination of education and experience, which would provide an equivalent background.

Minimum of 4 years’ hands on experience developing in a distributed application and must have hands on experience in Java, JavaScript, JSP, Web Services SQL, and PL-SQL skills.

Minimum 4 year experienced in developing ETL with Informatica, DataStage, SSIS.

Minimum 2 years’ experience as a development lead on major projects.

Analytical experience using Tableau and Business Object technologies will be good to have

Mongo, Kafka, MS SQL Server Management Studio, Operating System knowledge (Linux, zLinux, UNIX, AIX, Windows, etc.) Oracle DB, Oracle SQL Developer, DB2 SQL, PL SQL, SQL Server, MS SQL Server Management Studio, Data Studio 4.1.2 Client, Putty, Shell scripting, SOAP UI, Spring Batch/Spring MVC, TOAD, Ultra edit, WebSphere Liberty will be nice to have.

Multi database and/or multi language preferred.

Requires health insurance industry experience

WGS/ISG experience is a plus, especially Enrollment & Billing experience

Requires flexibility working outside of normal hours and weekends as demanded by business needs

Experience using IBM Rational tools for defect management and tools like Jira, Service NOW, Confluence, MS SharePoint etc. preferred

Project management skills required

Ability to quickly assimilate new domain & technical knowledge required

Effective communication skills, including documentation, facilitation, consultation, negotiation and persuasion required

Experience in both Waterfall and Agile (such as Scrum) preferred

Comfortable with change and working with ambiguity

ITIL. PMP, CSM preferred

Business Analysis certification preferred.
