Job Description

Reporting to the Exec Director of FM Operations, this role provides FM leadership and expertise to support the VP’s and GM’s for the EMEA Commercial Operations. This position will be located in Gilead’s EMEA HQ in Stockley Park, UK. The position will be responsible for the EMEA region, which in total has 27 offices in 25 countries throughout Europe, Middle East and Africa.This role has seven direct reports responsible for FM delivery across the EMEA region.

Core responsibilities

Manage Regional Directors/Managers to deliver the Global Master Plan (GMP) in each region.

Provide leadership, supporting VP’s and GM’s in capturing and achieving business objectives.

Effectively and accurately manage the Facilities budgets for the region, developing key relationships with the business and Finance functions to ensure accurate forecasting and reporting of Facilities costs.

Lead FM team to achieve Gilead's business objectives across all countries/regions.

Work with the broader Corporate Engineering & Facilities (CEF) team to validate the capital project pipeline, ensuring resources are appropriately allocated and aligned with the GMP.

Develop and implement Facilities Services delivery strategy to achieve best outcomes for the business. 

Work with strategic sourcing to develop a procurement program for spend categories greater than $1M.

Ensure Regional Managers work with the peers within the CEF function to promote alignment, standardisation and continuous improvement of the CEF business.

Oversee leasehold improvement projects across the EMEA region.

Develop an annual EMEA plan for the implementation of objectives and a rolling 2/3 year financial forecast.

Continued development of the hard and soft services strategy, ensuring appropriate SLA’s and KPI’s are developed and implemented for the whole of the EMEA region.

Provide continued support and advice to the business on matters relating to buildings mechanical, electrical and public health services, including building fabric and landscaping where there are obligations on full repairing leases.

Ensure regular technical reviews of M&E and public health systems are undertaken across all countries.

Ensure regulatory and legal compliance for all buildings, plant and equipment and building services across the EMEA region.

Provide technical advice on new project concepts: standard and quality of design, promotion of best practice and overall risk management to the business


Measurement of regional performance to improve service delivery and overall contract performance in all outsourced services.

Measure Tier 1 service provider’s performance across all countries/region.

Ensure that the GMP remains accurate and relevant with up to date space plans and growth modelling data for the EMEA region.

Setting, organising and prioritising of goals and objectives for the whole of the EMEA region, undertaking written performance reviews and implementing training/development plans for all direct reports.

Manage regional consultants or vendors related to facility operations.

Ensure SLA’s and KPI’s are written, where appropriate, and implemented consistently across all regions.

Management of reporting of Regional facility data by Regional / Site Managers.


Manage compliance of EH&S for facilities at a regional level.

Manage compliance with company policy for procurement.

Manage compliance with local law and regulations.


Review and agree overall risk profile and deal with escalations.

Ensure VP of CEF is informed of all operating risks. 

Member of the Regional Crisis Management Team.

Monitor projects team delivery risks and manage escalations.


Maintain and manage the CEF budgets for the Region.

Produce LE's in line with the budgeting timetable.

Act to minimise the impact of any variances across EMEA against forecast.


Engage regularly with HR and GM departments to review headcount plans. Ensure the Site Managers assess average daily occupancy and ensure the correct office space distribution and growth for all sites within the Region.

Proactively manage relationships with Landlords and Managing Agents

Business Partnering

Engage with VP’s & GM’s for Commercial Operations to explain the full CEF proposition (Global Master Plan, governance, operating model, policies and processes).

Engage with Security, IT, Procurement, Finance, EH&S and Legal to ensure commitment to successful delivery of Regional plan.

Create effective communication with occupants via the site managers, to ensure maximum utility of buildings

Supervise relationships with landlords and/or property managers.

Continuous Improvement Processes (CIP)

Identify and assist in developing and implementing procedures and processes; promoting a consistent approach to Facilities management.

Implement training and create staff development plans in line with training tree.


Must have extensive experience and understanding of the application of Facilities Management and Lab Operations principles (where applicable), concepts, practices and standards.

Technically proficient in matters concerning Mechanical, Electrical and Maintenance systems and processes.

Must be able to work on highly complex problems in a variety of situations where analysis is required. Solve problems using considerable and rational judgement, leading to routine and specific recommendations.

Must be a team player with sufficient experience of involvement with Senior Managers and VP’s.

Proficient at collecting, analysing and understanding data. Use of techniques and methods to present data in a format that promotes effective and evidence based managerial decision-making.

Able to develop schemes, systems and programmes for continuous improvement at all sites.

Proficient at planning and scheduling own and direct reports activities to accomplish objectives and goals.

Must have multi-year experience in managing both hard and soft services across a number of sites.

Experience of accurately managing multiple budgets across a variety of currencies.

Must be a team player with sufficient experience of involvement with Senior Management

Excellent written and interpersonal skills.

Effective communicator; experienced and proficient at presenting to various groups of people.

Experience of people management supported by a proven track record in skills associated with managing change.

Relevant experience of managing 3rd parties/suppliers/contracts.

Specific Education & Experience

Knowledge and experience of working within the Pharmaceutical, or a highly regulated, sector.

Extensive experience of managing capital and relocation projects, ensuring EH&S compliance.

Good English speaking and written communication skills

Excellent report writing and presentation skills.

Extensive experience of managing Facilities at multiple sites in a corporate environment
