The Ultra Supply Chain function manages the processes associated with Indirect and Direct Procurement of goods and materials required to meet the operational demands of the business and the logistics of ensuring that materials are available for operations, and the completed products/services are delivered to the customer.

Job Description:

The Subcontract Manager, will establish, coordinate and manage subcontracts in support of Engineering cross-product teams and Program Management.

In this role, the Subcontract Manager is the primary contact responsible to identify, establish and manage relationships with company partners and subcontractors.Ensuring suppliers meet subcontract commitments and setting the subcontract program strategy and tactical direction for execution, including financial, quality, technical and schedule performance.

  • Working with an Integrated Project Team identify potential suppliers of good and services required by Programs.

  • Establish and manage relationships with company partners and subcontractors.

  • Leading the development of subcontractor Statement of Work assuring flow-down of applicable requirements from Prime Contracts.

  • Develop evaluation criteria of the RFP process.

  • Perform evaluation and down selection of bids.

  • Providing clear guidance on the flow-down of contract conditions to sub-contractors in order to support the Procurement function to mitigate business risk.

  • Lead negotiations with subcontractors.

  • Protecting the interests of the business by ensuring appropriate records of all subcontract matters are kept, including: formal documentation; informal supporting evidence; records of subcontractor liaison; and ensuring adequate records of meetings of note are retained and circulated to interested parties.

  • Identifying and managing/mitigating risks through appropriate mechanisms and proactive subcontract administration.

  • Chair all Subcontract Review meetings.

  • Report subcontract status to the Program Manager providing required reports and highlighting subcontract problem areas with emphasis.

  • Developing strategy and metrics to measure subcontractor performance including cost, schedule, rates, staffing and technical measures.

  • Reviewing subcontractor Purchase Orders for sufficient period of performance, scope and funding.

  • manage the implementation if required of recovery plans by subcontractor to ensure sub-systems are delivered on time and technical performances.

  • Attend internal review meetings, Identify opportunities for and where approved manage the implementation of cost reduction activities for allocated sub-systems.

  • Review all subcontract amendments to ensure consistency with programmatic requirements of the Prime Contract.

  • Engaging in all future capture efforts associated with subcontractors including, Request for Information; Request for Proposal; proposal review, negotiation and award.

  • Visiting subcontractor locations, survey subcontractor’s facilities and processes to ensure compliance with UEMS subcontractor flow down.

  • Other tasks as assigned.

  • Required Skills:

  • 5+ years’ experience with managing subcontract or related contract and/or programmatic work within the defense industry managing technology development and engineering development

  • Bachelor's degree in Business Administration, Law, Engineering or related field is preferable

  • The Candidate must be capable of acquiring a Secret security clearance and a Canadian Controlled Goods assessment to the satisfaction of the company

Desired Skills:

  • Experience in Program Management (PM) or related subcontract management for defense programs

  • Strong understanding of military electronics products, systems, and concepts of operations

  • Technical knowledge and experience related to systems engineering, software development and/or engineering services

  • Experience in negotiating contracts at an executive level and working with both technical and non-technical resources to establish contracts.

  • Earned Value Management implementation and execution

  • Candidates with a Project Management Professional (PMP) accreditation will be given preference

  • Demonstrated ability to build relationships with program and technical community

  • Excellent understanding of financial management and performance indicators

  • Advanced customer service and negotiation skills

  • Effective written, interpersonal and presentation skills

  • Proficiency with MS Office, including MS Project

  • Willingness to travel
