The Vice President and Chief Compliance Officer reports directly to the Senior Vice President and Chief Compliance Officer for Multinational Healthcare Services Company.
Direct reports include Senior Directors of Compliance, East Region USPI, TPR and Hospital Leads.Indirect reports include Senior Compliance Officers, Hospital Compliance Officers, Managers, Senior Auditors, Analysts, and Specialists.
Vice President and Chief Compliance Officer Responsibilities
The Vice President and Chief Compliance Officer (VP) is a member of each of USPI’s executive team and the Compliance Department leadership team whose overall responsibility is to ensure the effective operation of USPI’s ethics and compliance programs.He/she is also responsible for oversight of the compliance program for the Tenet enterprise (USPI, TPR) in the Compliance Department’s East Region, which includes Massachusetts, South Carolina, North Carolina, Virginia, Maryland, Pennsylvania, New Jersey, New York and Connecticut.The compliance program is designed to promote a culture that fosters ethical and compliant behavior and provides the basis for ensuring adequate internal controls and compliance with relevant policies and procedures, as well as all laws and regulatory requirements.
The Vice President’s general duties and responsibilities encompass developing systems, processes and policies designed to ensure compliance with Federal healthcare program requirements. The Vice President is also responsible for identifying and assessing areas of compliance vulnerability and risk within USPI and the East Region. This individual serves as a role model for behavior that is consistent with the mission, vision, and values of Tenet.
Other accountabilities include the following:
Regularly conducts and oversees compliance audits and risk assessments to prospectively test compliance with established laws, regulations, company policies and managerial guidelines.Refines the compliance program to address significant risks.Develops, implements, and manages compliance work plans.
Serves as the point of contact for Tenet’s compliance function and receives reports of actual and potential compliance issues, including those that are reported through the Compliance Hotline.
Independently investigating and acting on, and/or overseeing independent investigations and action on, matters related to compliance, including the flexibility to design and coordinate internal investigations (e.g., responding to reports of problems or suspected violations) and any resulting corrective action with all billing departments, providers and sub-providers, agents and, if appropriate, independent contractors.
Provides guidance to USPI’s executive teams on matters related to compliance with laws and regulations.
Developing, coordinating and participating in a multifaceted educational and training program that focuses on the elements of the compliance program and seeks to ensure that all appropriate employees and management are knowledgeable of, and comply with, pertinent third-party billing Federal and State standards.
Facilitates communication within USPI and the East Region to maintain awareness of the compliance program, the Code of Conduct, Conflict of Interest Statement, Privacy and Security Policies, and regulatory requirements.
Reporting on a regular basis to Tenet’s Chief Compliance Officer and the USPI President and USPI Compliance Committee on the progress of implementation and assisting these components in establishing methods to improve the company’s quality of services and to reduce the company’s vulnerability to fraud, abuse and waste.
Periodically revising the program in light of changes in the organizations needs and in the law and policies and procedures of the government and private payor health plans.
Assisting management in coordinating internal compliance review and monitoring activities, including annual or periodic reviews of departments.
Developing policies and programs that encourage managers and employees to report suspected fraud and other improprieties without fear of retaliation.
A competitive compensation program will be tailored to the selected candidate.Base salary will be supplemented by a performance bonus and comprehensive, well-rounded benefits program, which includes relocation assistance.The performance bonus is based on the performance of Tenet as reflected in its Balanced Scorecard rather than the performance of the Hospital.
Minimal travel requirements. It is expected that the Hospital Compliance Officer will be active in a healthcare compliance association.
A Bachelor’s degree is required, and a Master’s degree in related field or JD is preferred.
Required Background Experience (Professional Qualification)
A demonstrated track record of superior performance in leadership roles; a background ideally gained in a large hospital company.
Recognized for demonstrated knowledge in compliance process improvement and the requirements of third-party billing under Federal healthcare programs are preferred.
Ability to manage a diverse department and demanding workload.
Business skills in planning, use of information systems; financial management, budgeting, reimbursement and managed care; human resources management and team building and program development.
Demonstrated success integrating compliance into daily healthcare operations.
Ten years of progressive responsibilities in healthcare compliance in a law firm, government and/or a large, multi-faceted company is preferred.
Management experience in a healthcare system preferred.
