At Commonwealth Care Alliance (CCA), technology is heart of next generation healthcare. The IT organization is comprised of 3 groups matrixed to deliver high-quality technology solutions. The IT business solutions group comprises of product ownership, quality assurance, data, and digital transformation. The product engineering group is comprised of application development, infrastructure, and security. The architecture group is directly overseen by the CIO ensuring that all product ownership and engineering follow architecture standards and guidelines.


The Vice President, IT and Chief Technology Officer (CTO) leads the product engineering group comprised of product engineering, infrastructure, and security teams. The CTO, through director-level leaders, will manage all IT day-to-day operations to improve infrastructure, security, and application performance resulting in end-user satisfaction, and:


Provides in-depth technical expertise for both tactical and operational initiatives across multiple technology domains.

Manages IT resource requirements to ensure appropriate balance between tactical and strategic demands. Implements IT continuous improvement programs within enterprise guidelines, and holds direct reports accountable for doing the same.

Provides leadership, individually and through direct reports, in planning and managing infrastructure operations, security, and production support, systems and database administration, network operations, PC/desktop support and customer service.

Ensures systems performance and service-level requirements are met.

Leads IT asset management team to ensure asset's full lifetime cycle value is achieved. Manages strategic relationships with key IT product and services providers.

Works with the CIO, providing in-depth technical expertise. Holds direct reports ac countable for maintaining their own technical expertise.

Directs teams of technical, professional and management staff in the successful fulfillment of IT product engineering and production operational commitments.



Oversees the execution of enterprise technology standards, governance processes and performance metrics to ensure IT delivers value to the enterprise.

Directs risk evaluation and compliance management processes.

Drives product engineering, implementation, and deployment.

Drives infrastructure planning, engineering and deployment.

Drives information security, engineering, and deployment.

Oversees the formulation of IT policies, procedures, and performance management processes and measures.

Directs resource management, with reference to the IT workforce plan.

May assume full CIO responsibilities (or those responsibilities as directed) during the CIO's absence.

Strategic Technology Planning:

Guidance and adviser to the CIO on innovations and emerging new technologies.

Recommends long-term, best-in-class architecture or technology that will provide enhanced support across the enterprise

Sponsors, coordinates and approves the enterprise's strategic technology plan

Steers enterprise initiatives that support the technology strategy

Allocates and aligns resources to meet the objectives of the plan

Partners with senior enterprise leaders to integrate the strategic technology plan with the enterprise's long-term plans


Team Leadership:

Leads formal multilevel direct-report teams and informal cross-functional teams

Gains members' input to and sets the team's vision, goals and strategic plan

Allocates functional roles, levels of account-abilities and strategic assignments

Coaches, mentors and trains new and existing team members in political, organizational, industry/business, behavioral and technical skills

Leads team strategy and planning meetings, conferences, and organization wide meetings


Reporting to the CIO, the VP is a member of the IT leadership team. The VP partners with both IT and business leaders to develop and implement all technology solutions and identify strategies to optimize and grow various lines of business.


The VP will be leading a team of product engineers, infrastructure specialists and security teams to deliver high quality solutions and implement optimized production operations for those solutions including help-desk support. The VP is responsible for building strong relationships with the business solutions team to enable anticipated technology and product changes. The leader is accountable for optimizing performance by identifying new opportunities in process improvements. As with all senior leaders, from time to time, the VP is required to represent the company, and must have broad knowledge of all aspects of the business.


Under the leadership of the CTO, the product engineering team will be working closely with the product ownership team to deliver products to the specifications. The IT product engineering team will work with a matrix of product owners to educate and enable high quality product specifications resulting in high quality engineering solutions.


Business Enterprise Knowledge:

Sponsors enterprise wide initiatives

Defines strategic imperatives in terms of the links between increased value, enterprise needs and technological solutions

Procures support and funding from the leading stakeholders in the enterprise

Explains complex relationships and technological solutions in terms that meet the needs of affected parties



Bachelor's Degree or equivalent experience

A Master’s Degree in the healthcare domain is a plus

Fifteen or more years of insurance and healthcare business experience, ideally in business

management, IT management and digital transformation.

Ten or more years of progressive leadership experience in leading cross-functional teams and enterprise wide programs, operating and influencing effectively across the organization and within complex contexts

Preferably five or more years of experience in informational intensive industries or advanced enterprises – preferably Healthcare, Insurance, and Retail.

Managing large-scale product implementations such as claims, care management, digital transformation programs.

Strategy and management consulting experience desirable

Solid knowledge of health insurance domain, technology development, business architecture development, business domain analysis, and quality standards formation

Knowledge of the healthcare payor industry or insurance industry with functional experience in business domains.

Strong business acumen, including domain-specific knowledge of the company and its business units

Strong leadership capability, executing as appropriate in the areas of responsibility

Extensive knowledge of infrastructure planning and operations, design and deployment, as well as system life cycle management

Strong budget planning, financial management and resource management skills

Expert knowledge of current and emerging technologies, technology directions and strategic application to business needs

Advanced knowledge of business operations and processes

Exceptional project management skills, including the ability to effectively deploy resources and manage multiple projects of diverse scopes in a cross-functional environment

Ability to improve operational efficiency and service delivery effectiveness across all lines of business and technology platforms

Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish rapport and persuade others

Will be working at CCA’s primary location at 30 Winter Street, Boston, MA.

Will need to travel to various locations in Boston to understand new ways care is rendered at CCA

Will need to travel to conferences on a need basis

Partner with organizations and potentially travel overseas during execution time.

Must be able to commute to work 5 days a week to one or more of CCA locations.
