Tracking and responding to new financial service industry regulatory changes impacting Barclays UK by:
Running a horizon scanning workstream along with Legal & Compliance; providing interpretation for key signature programmes
Impact assessing all regulations impacting Barclays UK to be able to identify accountable executive, delivery owner and ensure a readiness check is completion for transition into a delivery programme
Provide assurance for regulatory change programmes and escalating regulatory obligation risks to key senior Forums, Boards and ExCos.
Deliver key signature programmes as mandated and agreed with the Barclays UK COO ExCo. and Barclays UK Regulatory Forum, chaired by the COO of Barclays UK.
Proactively driving the controls automation agenda across Barclays UK to improve quality, effectiveness and efficiency of controls.
Overall purpose of role
Be responsible for the overall technical and business architecture and design governance for assigned regulatory and controls automation project/programmes for Barclays UK
Key focus of the role will be to:
Lead the design/agreement of the end to end compliance approach, including business and technology design to achieve compliance for assigned regulatory programmes.This will require hands on involvement in design issues and content to drive/lead an effective compliance design.
Lead design and implementation of controls automation across Barclays UK to improve quality, effectiveness and efficiency of controls
Project Delivery (design lead/project management for regulatory change and controls automation):
Requirements definition lead:
Identify, document and agree gaps between current state and new regulatory requirements, including evidencing where current state has no gaps to new regulatory requirements
Document business, functional and non-functional requirements, model business process and manage acceptance/signoff process
Understand existing controls framework across Barclays UK and proactively drive identification of controls automation opportunities to improve quality, effectiveness and efficiency of controls
Document business, functional and non-functional requirements for controls identified for automation
Regulatory Change - Lead development and agreement of Compliance Solution Design, including:
Develop and own the design principles for assigned regulatory change
Business change design (target operating model, operating model design, control framework design, staff training & communication, client outreach)
Technology solution design (end to end technical solution design), drawing upon expertise within the team and working closely with the CIO platform team Solutions Architect
Design developed in line with BUK strategic objectives and design standards
Controls Automation design lead:
Lead design of automated controls to improve quality, effectiveness and efficiency of controls
Drive achievement of controls automation targets by identifying manual controls for automation, or existing controls that can be rationalised into more effective automated controls
Understand current IT developments, industry direction and have a broad knowledge of IT and an excellent understanding of how technology impacts business
Act as subject matter expert on the technical design for assigned programmes for development and test team throughout entire project lifecycle
Testing & Traceability:
Managing any traceability implications from regulations to the designs/business requirements
Support UAT processes by providing assurance of test strategies and scripts against change specifications
Establish & manage the design authority with governance, design change control and impact assessment.
Delivering in accordance with BUK Regulatory Management methodology
Accountable for the end to end delivery of assigned regulatory change/controls automation projects, including leading multi-disciplined teams
Project manage assigned regulatory change & controls automation assignments in line with Barclays change & project management change governance standards

Maintain leading-edge personal and professional development by regular and focused activity, which covers the complete development spectrum (i.e. conferences, courses, personal coaching etc).
Keep up to date personally with latest thinking in chosen subject/discipline by addressing and attending conferences, producing research material for leading-edge journals, etc.

Communication with stakeholders, including Head of Risk & Regulatory Change/AE, Business Unit Steering Committees, Operational Owners as required;

Develop and retain internal talent by adding breadth to their experience, network and knowledge;

Essential Skills/Basic Qualifications
Proven delivery track record in leading regulatory change and controls automation requirements definition and business/technology design
Proven delivery track record project management, business change management and technology change management skills and expertise in the Financial Services environment
High level of influencing and stakeholder management skills & ability to operate in a complex, matrix environment
Educated to degree or MBA level (or can demonstrate equivalent experience), with appropriate professional accreditation in the Group’s mandated methods and tools for strategic Business Change
Desirable Skills/Preferred Qualifications
Experience of leading Target Operating Model design assignments, including designing & establishing effective control environment to enable transition to BAU
Experience and Understanding of financial regulatory environment and knowledge of complex Financial Services environments;
Understanding Operations and associated IT systems;
Programme/Project Management qualifications (e.g. MSP; Prince II; APM)
