This position is responsible for providing leadership in the development, implementation, and oversight of standards, systems, policies, and procedures in alignment with organizational strategic initiatives for achievement of business results for Banners insurance operations, including wholly-owned and licensed insurance plans, joint venture insurance entities, and all Accountable Care Organizations (ACO) and supporting entities operated and/or owned by Banner. This position serves as the primary advisor to the organizations senior executive leadership on matters relating to operating strategies and financial outcomes for insurance operations. This position also works collaboratively with delivery system leadership teams to ensure that Banners insurance operations and delivery system goals and efforts are mutually supportive and well-coordinated.


Essential Functions


This position is responsible for planning, directing, organizing, coordinating, and actively developing and evaluating the various elements of Banners insurance operations to ensure that they are collectively able to meet the organizations strategic goal of growth, increased market share in risk lives and insured members. Key areas of focus in accomplishing this goal include the maintenance of market-leading quality and value, differentiated customer service, innovative delivery design resulting in lower unit costs and efficient utilization, all leading to reliable profitability at levels that will sustain the organization.


Provides leadership to ensure that the various elements of Banner insurance operations perform optimally and in alignment with operating plans and goals. Designs and implements reporting systems to support the accountability of operations and clinical teams in achieving goals for the health of populations served, high quality and cost effective care to individuals and an excellent customer experience at all points of care. This includes reporting systems for Medicare, Medicaid and Commercial populations that recognize the specific population reporting requirements to ensure sufficient quality, cost and service outcomes important to each market segment.


Provides leadership in evaluation and assessment of growth and operating initiatives as well as the evaluation, development and implementation of strategic programs, new service lines and new markets. Directs the development and deployment of new and innovative approaches and services by fully evaluating proposals in an expedited fashion, rigorously monitoring the results, and supporting the deployment of proven innovations in an organized, systematic way that ensures Banners insurance and delivery systems continue to improve their performance.


Develops, reviews, and monitors financial and performance outcomes to assure attainment of organizational objectives. Maintains an effective budgeting and capital planning discipline in conjunction with operational management to ensure planned revenues, expenses, member growth, and operating performance goals are consistently met.


Holds management staff accountable for achieving plans and performance targets. Works with them to identify and resolve the most complex issues and problems impacting initiatives and operations. Develops staff to ensure continued professional growth and to provide the competencies the company needs to support its growth and long-term success. Articulates and demonstrates an expectation for continuous quality improvement utilizing processes that include consideration of all stakeholders. Fosters an environment that focuses on processes and outcomes.


Maintains relationships with various regulatory bodies, industry leaders, and others as appropriate to ensure proper compliance with existing laws and regulations and to help maintain viable operations and ensure proper representation of company interests and safeguarding of assets.


Builds and supports effective collegial relationships with applicable internal and external stakeholders and organizations, ensuring and fostering a high level of collaboration in order to develop partnerships, coordinate activities, review work, exchange information, and/or resolve problems. Promotes and models positive relationships among various entities.


Minimum Qualifications


Must possess a strong knowledge of business and financial operations as normally obtained through the completion of a masters degree in business, finance or other related degree.


Requires a strong knowledge of financial operations as normally demonstrated through eight or more years of progressive financial leadership experience in health insurance organizations. Must also possess three years managerial experience with health plans, large multi-group practice or integrated delivery system in a senior management level position. Demonstrated ability to provide leadership in a way that reinforces the organizations mission, vision and values. Capable of providing leadership which displays a positive attitude and flexibility in changing situations, participates in identifying problems and suggesting solutions. Must demonstrate the ability to communicate effectively through written and oral presentations in a way that engenders understanding and trust. Demonstrates analytical, problem solving and negotiation skills. Proven track record of driving strategic and performance outcomes, as well as accomplishing organizational goals. Experience in anticipating and responding to the needs of internal and external customers. Skilled in strategically and proactively creating and managing financial solutions resulting in organizational growth and success; effectively engaging management level staff, employees, and stakeholders in order to build partnerships, achieve strategic initiatives, and attain organizational goals; effectively allocating resources in order to accomplish organizational goals; quickly assessing and assimilating organizational and industry financial dynamics in order to make appropriate decisions; developing collaborative relationships with internal and/or external strategic partners and/or other applicable parties.
