PURPOSE 

To ensure the successful execution of organizational planning and development, staffing, training, performance management, compensation, benefits, employment relations, and HR communications for the organization.Plans and directs the organization’s human resources function, policies, objectives, and initiatives.Ensure the Company complies with all state, federal, and local regulatory requirements. 


ESSENTIAL DUTIES AND RESPONSIBILITIES


Lead, organize and train a team of HR professionals throughout all the Meruelo companies ensuring timely and 100% compliance with HR policies and legal requirements at each respective state and federal level.

Set annual HR goals for all Meruelo Companies to prioritize each respective business and the Meruelo organizational needs.  

Advise management and enforce the required policies, training and regulations to minimize risk of exposure to employee claims based on terminations, discrimination, harassment, payroll issues, workers’ compensation, etc.

Ensure the flawless execution of HR programs and initiatives linked to organizational development, staffing, training, performance management, employment relations, and HR communications.

Effectively manage employee relations issues that may include employee complaints and/or investigations and related disciplinary matters.

Support managers by providing strategic HR guidance for the business and driving HR practices.

Advise management on wage and hour compliance in union and non-union workplaces, including compliance with Wage Orders and Davis-Bacon Act issues.

Evaluate HR practices and advise management to ensure best-in-class HR solutions are implemented throughout all the Meruelo Company.

Create and execute training presentations to comply with required state and federal laws and supervisory management skills as needed. This includes but not limited to sexual harassment prevention training, leave management, the process of discipline, benefit and 401(k) open enrollment presentations, etc.

Direct yearly HR Audits, implement procedures to change current deficiencies and follow up with each department head on a monthly and/or quarterly basis to make sure procedures implemented are being followed.

Partner with peers throughout the business to meet short and long-term HR needs and provide ongoing feedback regarding company-wide HR processes.

Supervise records maintenance and preparation of reports for AAP Compliance, Vets 100 Reporting and EEO-1 Reporting for company. 

Develop and maintain workers’ compensation reporting and follow up practices to support employee safety and job fulfillment.Manage workers’ compensation claims to control costs and facilitate employee’s return to work.Coordinate OSHA reporting.

Oversee a consistent application of Company HR related policies among companies at a local level.

Assure proper staffing through Recruitment and Retention Programs, including preparation of s, advice on incentives and benefits, recruitment from within and outside the organization, manage reductions in force and terminations as needed.

Comply with federal, state, and local legal requirements by studying existing and new legislation; obtaining qualified opinions; enforcing adherence to requirements; advising management on needed actions.

Inform employees of benefit usage by directing the preparation and distribution of benefit reports and maintenance of benefit records by developing recordkeeping systems; initiating new-hire benefits; recording changes and expediting delivery of benefits to employees.

Direct reconciliation of benefits accounts through generation and coordination of HR reporting.

Coordinate with legal counsel in litigated and non-litigated HR matters.

Participate and advise top management in collective bargaining unit communications and negotiations.

Manage all aspects of HR related record keeping.

Other duties and responsibilities as assigned.

EDUCATION/EXPERIENCE REQUIRED

Bachelor’s degree in Human Resources or related field required. Advanced degree preferred.

The knowledge, skills and abilities typically acquired through the completion of a PHR, SPHR Certification or equivalent in a field of study related to the job.

Seven to ten plus years of progressive HR generalist experience and five plus years of experience supervising HR professionals with clearly demonstrated competence and proficiency related to the job.

Expertise in a variety of the HR field’s concepts, policies, practices, procedures, processes and employment laws including but not limited to Federal and State regulations and compliance, ERISA, COBRA, ADA, all leaves administration, etc. 

General business management practices; supervisory principles; manufacturing practices; and project management techniques.

Computer and database proficiency, including HRIS platforms, Taleo, Microsoft Office products.

Demonstrated ability to rely on experience and judgment to plan and accomplish goals

Prepare and present clear and persuasive reports and recommendations;

Communicate effectively, both orally and in writing;

Establish and maintain effective relationships with staff and management;

Career development, coaching and presentation skills;

Bilingual Spanish and English preferred, not required.

Construction Industry experience highly preferred.
